EVALUATION CRITERIA AND BASIS OF AWARD:
Part 1 – EVALUATION PROCESS AND BASIS FOR AWARD:
1. This acquisition will be solicited, evaluated and awarded following the procedures of Federal Acquisition Regulation (FAR) Part 12 and 13, Subparts 12.6, 13.106.
2. A comparative evaluation will be performed in accordance with FAR 13.106-2 (b)(3).
1.2 The Government will evaluate quotes using the following procedure:
· The agency will first evaluate quotations against any factors in the solicitation to identify the first acceptable quotation – the first response that provides the government what is needs, were and when as identified in the RFQ.
· Once one quotation is found acceptable, a direct comparison of the quotation will be performed in a uniform and fair manner side by side to the remaining ones, rejects those that are unacceptable, and chooses the “best” one.
1.3 Award will be made based on price and other non-price factors, to the responsible Quoter whose quote, conforming to the solicitation, and which is most advantageous to the Government. Therefore, the Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum but is not required to do so. Responses may exceed the requirements but the government is not requesting or accepting alternate quotes; each response must respond to the solicitation requirement statement.
1.4 The Government contemplates award of one (1) contract for Internet Protocol Television (IPTV) and Data Services. A Bilateral Order will be signed to form a contract.
Part 2- EVALUATION FACTORS FOR AWARD:
2. The Evaluation factors for this Request for Quote (RFQ) solicitation are: Technical, Past Performance and Price.
2.1 TECHNICAL FACTOR - The Government wants assurance that the selected quoter is compliant with applicable rules and regulations and will provide quality services in a timely manner. In that regard, the quoter must demonstrate that meet or exceed the solicitation stated requirements:
a. Provide evidence of full IP signal availability without the use of encoders to deliver channels at a resolution of 1080p.
b. Provide full internet protocol television video services channel (lineup) listing of available channels including local programing in Spanish.
c. Provide a solution narrative statement explaining how the IP signal and data connectivity to the facility will be delivered. Including the availability of download/upload data of 100Mbps through GigE connections.
d. Provide narrative statement explaining how on-site technical assistance response requirements will be met.
2.2 PAST PERFORMANCE FACTOR – A quoter past performance is important in determining its ability to successfully perform the services described in the PWS. The Government is interested in ensuring that the quoter has a successful history of recent and relevant past performance. In order to be considered relevant and recent, all references shall be similar in scope to the solicitation requirement, and services performed within the last three (3) years preceding the submission of this quote.
2.2.1 Prospective contractors (quoter) shall submit two (2) references of past or current contract performance. References may include Federal, State, Local Government, and/or private sector. References shall include: company name, telephone number, point of contact, e-mail address, contract amount, and performance period.
2.2.2 Past Performance will be evaluated to assess its relative merit with respect to the solicitation requirements. Evaluation will be based on current and past performance information furnished by the quoter, as well as information from available sources such as other government agencies, suppliers, etc.
2.2.3 Past Performance information to be considered includes:
a. Timeliness: Met or exceeded the contract schedule of services.
b. Quality of Product and Services: Quoter’s ability to comply with the contract requirements, effectiveness of its quality control system, field associated quality control problems and corrective action taken.
c. Customer Satisfaction: Satisfaction of prior customers and end users. This includes the willingness of prior customers to do business with the quoter again if given the choice.
2.2.4 In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, quoter will not be evaluated favorably or unfavorably on past performance.
2.3 PRICE FACTOR: Price will be evaluated to determine price reasonableness.
The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation.
Evaluation of options under FAR 52.217-8 will be accomplished by using the prices offered for the last option period to determine the price for a 6-month option period, which will be added to the base and other option years to arrive to the total price. Evaluation of options does not obligate the Government to exercise them.
PART 3 – QUOTE PREPARATION INSTRUCTIONS
3.1 To assure timely and equitable evaluation of quotes, prospective contractors (quoters) must follow the instructions contained herein. Quoters are required to meet all solicitation requirements.
3.2 The quoter response shall consist of a price, technical and past performance submission. Submit to the Contracting Office by the time and place indicated in the solicitation.
3.2.1 Price quote Submission: Quoters shall price all line items listed in the price schedule.
3.2.2 Technical Submission: In demonstrating the ability to comply with the solicitation requirements, quoters shall meet and provide all solicitation technical requirements and submissions with their quote in accordance with the PWS and section 2.1 above.
3.2.3 Past Performance Submission: Submit with quote two (2) past performance references in accordance with section 2.2 above.
