Attachment 1: Single Source Justification for SAP under the SAT

Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
In accordance with provisions of FAR 13.106-1 (1) (i), the following justification is provided to procure 1 X-Ray tube for Bio-Med Engineering. The X-Ray tube will be provided by G.E.
Healthcare. The X-ray tube is used for clinical information that is provided to the nurses and doctors to help evaluate veterans that need health care. Estimated price: $209,250.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Bio-Med Engineering Services has submitted a requirement to replace the existing x-ray tube on the Radiographic equipment that has malfunctioned. This part has reached its life expectancy and a new one is required. There are other companies that can provide a similar part, at a price equal to or less than what was quoted by General Electric. The part is for an existing machine Model: Discovery CT750 HD, Part number: D3704T, located in
2A231-100-BP. Patients have been canceled and can't be scanned without this tube. If the government would buy the part from another company and something went wrong with installation the maintenance would be voided. General Electric has all the necessary parts, knowledge, and experience to do the job quickly and efficiently. The goal is to maintain the
Radiographic for another 7 years and will extend the life this equipment. To purchase a new machine the estimated cost would be 2-3 mil. Therefore, the cost of the part of $209,250.00 is more cost effective than to purchase a new X-Ray machine. The part must be purchased from General Electric.
4. Description of market research conducted and results or statement why it was not conducted: Both the end user and the contracting specialist utilized the internet, GSA, SEWP, and other GWC sites and found that these parts could not be found.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The cost of the x-ray tube is considered as fair and reasonable based on the above information.
