| Please provide additional information in the instructions to offerors on what should be presented to the Government in order to allow for effective comparison between quotes. Please clarify what factors related to Technical and Past Performance will be used in making a best value determination. Please see the instructions to offerors section of the solicitation, evaluation factors and page one of the document. |
1. Please confirm that the VA will provide the current valet booth that is on site. The valet shed is VA property and will remain for use.
2. Please confirm that the VA will provide electric power to the current valet booth. Currently there is no electric power provided by the VA.
3. How many years has the current contract been in place? The West Palm VAMC began their Valet contract in September 2017.
4. What is the contract number and contractual value of that contract? Duplicate question
5. What is the last 1-month’s contractual price? Please take the contract price and divide the annual cost by 12 months.
6. How long has the current vendor been under contract at this hospital? Since September 2017
7. Can you provide the past results of the 10-minute performance requirement for the last 12 months from the current vendor? Current Valet company has met performance requirements
8. What has been the average range of daily vehicle count by day of the week for the last twelve (12) months? Approximately 550 vehicles
9. From the current operations, what would the VA like to see done differently with the valet parking service? Valet service should meet the requirements as pertained to the SOW.
10. Is there any upcoming construction in any parking spaces? If so, please provide detail. Not at this time
11. How much notice will be provided prior to the contract start date? We hope to provide as much notice as possible.
12. Please confirm that the valet service hours are 0730 – 1600. 0700-1700
13. If the valet hours are 0730 – 1600, what is the reference in the solicitation that the valet will be open at 0630? Valet will start at 0700
14. The solicitation refers to keys being available after hours from the AOD and VA Police.
Please confirm to whom the keys should be turned over to after hours and picked up from before daily service starts. Keys that have not been picked up will be brought to the VA Police in the basement.
15. Please confirm that traffic controllers will not be required, as stated by Capt Lewk during the site visit. Traffic controllers are not in use.
16. If traffic controllers are required, please describe:
a. What the VA expects them to do
b. How many it requires
c. Traffic control operating hours
d. Where it expects traffic controllers to deliver service
17. Please confirm that during normal valet service operating hours, valet services will stop parking vehicles at 1500, after which valet services will only retrieve vehicles. If this is not the requirement, please define what the requirement is. Valet hours are 0700-1700.

1. Why is the Valet service out to bid after one year of a Base YR + 4-option yr. contract was awarded at the end of 2017? The requirement has changed
2. Page 23 para 8 states that the remaining keys are turned in the Police at 4pm and then turned ito the AOD at 5pm.
3. Page 23 para 8 states that Hospital employees are allowed to park in the valet lot after hours and will be cleared by 8am. Then states the Valet services opens at 6:30am. Are the hours of the Valet as stated in Page 22 para 6?
4. How can the Valet start parking vehicles when employees are parking in the lot until 8am?
5. What is the intent of the Valet managing the self-parking area in Lot 3 (page 18, para 4a)?
6. How many handicap veterans need to be assisted to the main door from the valet lot via wheelchair daily?
7. Do we need to place a valet at the main door for those veterans needing to be assisted back to the valet lot via wheelchair?
8. At any time, are employees, venders, or student volunteers allowed to self-park inside the valet reserved section of Lot 3?
9. Does the hospital provides the onsite shed where the key boards are currently located?
10. Does this shed have electrical power running to it, not just an extension cord? Duplicate question
11. Is it correct in the thinking that we will see on the average of 400-500 vehicles, Tuesday, Wednesday and Thursday, through the valet service? The numbers fluctuate during the slow summer months and busy “in season” winter months.
12. Does the number of patients increase during the winter? By how much? This information not available. See #11.
13. Is a traffic director/Greeter required at all times?
14. Are we able to mount locked key boxes inside the valet section of Lot 3 for the stacked vehicles that we will need to park?
15. Need to ask about the level of background check, it states that the position sensitivity is low risk but they are asking for a NAC1, from what I understand these are two different levels, the NAC1 costs around $180 to run, instead of the regular contractor fingerprint/background check that the hospital HR can run.
16. How long is the process from start to finish when running said background? This can take a few weeks to complete
17. Need to ask about wage determination, was not able to at the meeting, I realize its state standard but just to clarify. Please refer to the Service Contract Act. The current WDOL is listed in the solicitation for Palm Beach County Florida.
Our company attended yesterday's site visit and has questions regarding the above solicitation. Can you please assist us with this request?
1 - Clarification of valet hours. Page 23 paragraph 8 states valet lot opens at 6:30 A.M., and on page 22 , paragraph 6 it states that valet operations will start at 7:30 A.M. Are we to assume that the valet area will be open to anyone prior to 7:30 A.M?. duplicate 2 - Actual vehicle volume for January , June and November 2018. This will give us a snap shot of actual vehicle volume. Valet average 500-600 vehicles a day 3 - Schedule or total hours for the same months. Once again it will help in scheduling. ??
4 - Page 19 , paragraph 5. "Contractor shall provide attendants trained to operate handicapped vehicles", Is this a must for all staff members or can a small group be trained to do so. If training is necessary , do we need to provide proof of completion , do they have a provider.
5 - Are traffic controllers necessary with the present set up ?. Traffic Controllers are not required 6 - Page 25, paragraph 11 I.D. badges any costs associated with them, if so what is the charge. No cost to the valet company 7 - Page 17, paragraph 1, if a golf cart is required to transport veterans from the valet area to front door, will the VA provide one or will they reimburse operator for the rental of such. Golf cart is not required however it provides better customer service to be able provide a way for veterans who have trouble walking to get to the main entrance. VA will not provide a golf cart.
8 - Page 25, paragraph 15, "The Government reserves the right to deduct up to 5% from the contractors monthly invoice if 2 or more service complaints are lodged against the contractor during any 30-day period". What type of complaints ?, will the manager on duty be made aware of such?. will we have the opportunity to research and refute the claim?. We have never had any severe complaints that required doing this. The contractor will be provided complaints by the VA COR and given reasonable time to address them. Contractor performance is routinely evaluated through the CPARS system.
9 - Page 27, paragraph 19, section C, cost of background for fiscal 2017 was $181.00 per individual , what is the cost of such at the present time.
The cost should not be less than $181.00 per individual.
10 - Page 29, section 21 what is the living wage rate for the Federal Government ( RFP mentions an attachment , that I did not receive) Duplicate question.
11 - Valet "shed" is that provided by the VA or is that property of the present operator. Valet shed is provided 12 - Policing the valet parking lot, is that part of the valet operator or will the VA provide the service. VA Police
Below are the questions that In and Out Valet Co. has after attending the site visit at the West Palm Beach VAMC on Wed. 12-12-2018.
I will start from the 1449 and just work my way down through the solicitation.
1. 1449 - Must be registered in Vets First and SAM. Can you please explain what Vets First is?
*In and Out Valet Co. is registered and verified in both SAM and the VETbiz Registry, but I have not heard of the "Vets First".
What is Veterans First program?
VA refers to this program as the Veterans First Contracting Program. The Vets First Verification Program affords verified firms owned and controlled by Veterans and Service-disabled Veterans the opportunity to compete for VA set asides.
This is a contracting term and it appears you are already registered correctly in SAM and Vet Biz.
2. Will alternate pricing schedules be considered if multiple proposals are submitted? This will be a FFP- Firm fixed price contract and the VA will pay the same amount each month per the contract payment terms during the quoted period of performance regardless of the number of cars parked during that month.
3. Page 16 of 64 & page 29 of 64, both reference insurance requirements. What are the insurance requirements for this contract?
Please refer to section C.6 of the solicitation Supplemental Insurance Requirements on page 15 and as listed on page 29. This does not negate any other insurance requirements that may be currently listed in the solicitation.
4. Page 17 of 64, states 500-600 cars per day. What is the actual monthly vehicle volume average over the past 12 months of service? Valet averages 500 to 600 cars a day over the last year of operation. Exact figures are not provided.
5. Page 17 of 64, under the services shall include, "assisting handicapped Veterans from and into the vehicle". If this going to be a requirement then it will not fall under the same DOL wage determination as parking attendant. Per the COR at the site visit, the Valet are not qualified to do such assisting of patients. Standard VA practices under valet parking contracts are a "no hands on patients" policy. Is this going to remain a requirement? No the VA does not expect the valet service to know how to properly remove a patient from their vehicle without proper training. The valet can contact Police Dispatch at 422-7312 and the operator will contact the service who can safely remove or assist a patient or veteran with their vehicle.
6. Page 18 of 64, Estimated 200 parking spaces in the valet parking lot, (189) lined spaces were counted multiple times. The valet parking contracts intent is to stack park vehicles to expand parking capacity. What is the governments expectation of expansion, how many vehicles? The statement of work does not specifically state how the valet will park cars in which stacking is permitted. Safety is the main concern.
7. Page 19 of 64, Valet Parking shall be limited to " VA patients, Visitors, and hospital volunteers. Can you please define who a visitor is verses a contractor of vendor who claims to be visiting the facility? A visitor is anyone not an employee or patient.
8. Page 19 of 64, The contractor shall provide Traffic Controllers equipped with reflective vests. Per the COR at the site visit this is no longer a requirement of this contract. Can you please confirm this is no longer needed as a requirement of the contract? Not a requirement
9. Page 21 of 64, Parking Attendants shall not track dirt or water into a customers vehicle, nor smudge windows or dashboards. This is something that is not within the valet parking attendants control during inclement weather. Can this be removed because it is not a feasible requirement. This is the standard as pertained in the SOW. At all times valet personnel should attempt to remain professional, courteous, and ensure they not dirty, leave trash, or track in any type of debris or water in the customers vehicle.
10. Page 21 of 64, Contractor personnel shall adhere to all VA rules and regulations. Can you provide a complete copy of the West Palm Beach VAMC's rules and regulations in an amendment? How can a contractor agree to rules and regulations that they are not aware of?

11. Page 22 & 23 of 64, Hours of operation. Please clarify what the hours of operation will be for this contract? There are discrepancies in times written in the solicitation. 0730 am to 4:30 pm is written on page 22. Then page 23 states the parking areas will be clear by 8:00 am, and that key shall be turned over to the AOD at 5:00 pm. Then it states that the valet lots will reopen in the mornings at 6:30 am. duplicate
12. Page 24 of 64, d. Are reflective vests still required since the Traffic Controllers are no longer needed? c. How can a contractor be held responsible for damage to, or loss of VA property if the contractor did not cause the damage? Reflective vests are not required
13. Page 25 of 64, 13. Contract Monitoring Procedures: Why would the COR monitor the efficient use of contractor personnel under a "Performance Standard" based contract? Please see the SOW.
14. Page 25 of 64, Performance Standard: Why is " The contractors ability to manage Traffic flow going to be audited periodically under a valet parking services contract? Traffic controllers are not a part of the requirement anymore per the COR's statement at the site visit. If this is still a requirement in the contract please define what "mange traffic flow" means in the solicitation, and how it is going to be audited? Valet service will meet the expectations according to the SOW.
15. Page 25 of 64, Will the complaints be required to be investigated and validated by the COR, or VA Police, prior to the 5% reduction from the contractors pricing monthly? Just because a complaint is lodged does not mean that it is a valid complaint. The COR or Patient Advocate office will validate all complaints.
16. Page 26 of 64, Drivers License Requirements: Requiring a FL Drivers license limits the ability to hire out of state, students or retirees who have a valid state issued Drivers license from another state. Can this requirement be changed to allow for any state issued drivers license? Valets must have a current FL drivers license as stated
17. Page 28 of 64, Background Investigations: Who is providing the background investigations, the VA or the Contractor? Contractor
18. Page 30 of 64, Top of the page references encouragement on hiring veterans as Traffic Controllers from the James A Haley Veterans' Hospital. This is a typo correct? Yes we apologize it is a typo should state for the West Palm Beach VA Medical Center.

We are preparing final documents for print and ship and would like to know if any further postings of procurement specific content and or is the due date pending change through an FBO posting from your Agency? Please monitor FBO for all postings and amendments to the solicitation.
1449 shows 1 print copy being returned to West Palm. Are there plans for this to be submitted via email as a valid submission process? Submission to me by e-mail is the preferred method to david.guley@va.gov
Note that your postings through FBO can take as long as 24 hours to actually post to our individual accounts when we monitor the FBO site for changes. I do my best to post documents and amendments to the solicitation in a timely manner. Cannot control how long FBO takes technically to post them.

Good morning Sir, I have a few questions regarding this solicitation.
1. How many personnel currently assigned to valet parking daily? Per SOW adequate personnel to perform services.
1. Do we require a certain bonding level or will government consider our financial backing sufficient? The CO will do a D&B search of the successful offeror and determine if they are responsible in accordance with FAR 9.104.
1. Is all necessary insurance needed before award or prior to performance start? Must provide insurance information prior to beginning performance date. See solicitation for levels required.
Hello David, What is the incumbent contract number and the current annual rate? Thank you VA248-17-P-3454 and current annual rate is $329,004.00.
Hi Mr. Guley, I was hoping you might be able to answer a couple questions with regard to this solicitation. Is this a new solicitation or a re-bid and if a re-bid would you be able to provide the incumbents pricing and also if they are eligible to re-bid?
Any information, if you are able to provide would be most appreciated.
New solicitation. Current annual rate is $329,004.00. Information regarding if incumbent is eligible to respond to current solicitation is not currently available at this time. Per FAR 19 and VA regulations and as listed in this solicitation, all SDVOSB businesses must be registered in Vets First-Vet Biz.gov web site at the time they submit a response-quote and in the System for Award Management (SAM) prior to award.
David, We are excited bid and work on this project. We are already servicing another VA and had great experience in this same set up. However, in going through the solicitation, I did not see the prevailing wage requirements. I do know that it is a requirement. Do you know the rates for that area? Please let me know if you can send us the sheet or link where it is. Thsi would be greatly appreciated. Thank you again!

Mr. Guley, We would like to submit the following question regarding valet parking service for West Palm:
· On page 20 of the solicitation, it says the contract will provide Traffic Controllers that will be strategically stationed in the parking lots. How many traffic controllers will be needed and what hours will they need to be there?
2 traffic controllers: 1 valet to greet and assist with self-parking and another to greet and assist the veteran who want to use valet parking when veterans arrive.
Both traffic controllers are normally near the entrance to Lot 3.
