Tiffany Garfield Design Build Correct Water and Access Deficiencies at Viera 36C24818R0665 Request For Information Set #1 August 8, 2018

1. On page 59 of the solicitation Section II: Scope of Work, Paragraph B. Project overview:

There is discussion in the first section of this paragraph regarding additional parking and amenities. The attached drawing sheets to the solicitation do not show a clear distinction to the existing parking area that this portion of the project will encompass. Can we get some clarification on the specific areas that will be addressed for this? Also, there is a reference to the Mental Health addition in this paragraph as well as a reference to “Existing Site of New OPC Addition” on Site Plan DWG 1 of 2. Will this current work be performed during the anticipated construction for this Design Build Project or has this work already complete? Will survey, utilities and constructed or designed information from this work be provided?

Existing parking will not be modified. This will be new construction, on previously undeveloped land. The proposed site is shown as a rectangle (labeled new parking in updated drawing, unlabeled in the original) in the NE portion of the drawing, adjacent to the parking on the East side of the warehouse.

2. Solicitation Drawing Attachments (Sheets 3 and 4):

These drawings do not appear to be titled but from the information contained, I assume they are the proposed plan sheets. On these sheets, there what appears to be a 6” Proposed Sanitary Sewer line shown. Is this something that will part of this project? it is shown on the attached plans but is not referenced in the Scope of Work: Paragraph B. Project Over view or Paragraph C. Specific Project Requirements.

The mental health addition has been constructed and is in final phases of project close out for the addition portion. Everything will he provided that is in standard blowout documents and locations of new utilities have been well documented in photos. The on-site project manager (Melisse) has been working all of the recent projects and will provide support with questions to the awarded contractor as needed.

No new sewer line is being performed with this project. The design build scope should be derived from Statement of work. Drawings provided are more for reference of site and were quickly compiled from other projects to ensure latest utility locations were shown. Contractor should use those as a reference to develop a drawing for waking path and parking lot, which is the focus of the project. This is not a utilities project, other than the repairs noted in SOW.

3. On pages 7 through 9 of the solicitation:

Under Factor 1: Tab B, Paragraph 1., you are asking us to provide you with a narrative of our proposed technical approach for design and construction of the scope of work without giving a vague copy and past reference to the actual scope of work described later in the solicitation, provide a schedule and plan narrative of design and construction completion during WHEN hours and normal work hours and discuss potential conflicts and solutions to this schedule; and finally describe any perceived technical difficulties that typically related to the project scope and contract type. These are acceptable requests however, with the report body restrictions of Times New Roman 12 font and 1.5 spacing, it doesn’t seem possible to describe the project entirety from start to finish in the 10 page limit without only giving vague references to the item descriptions in the scope of work. Can the page limit in this section (Tab B) be increased to 20 pages and spacing reduced to single?

Yes format changes to 20 pages for proposal are acceptable. High level of detail is not needed at this time and will be expected to be expounded on during design portion of the project. This requirement is for the source selection team to assess project management capabilities and not intended to determine if a contractor has the appropriate technical solution.

4. Under Factor 4: Tab E, Paragraph 1., you ask us to describe our plan for phasing this project. Can we get a little more clarity on this? From a general standpoint, it seems that you are asking us to phase this project in its entirety. Is that what you are looking for or are you looking for a Construction Phasing description? Also, wouldn’t this phasing description essentially be covered under Factor 1: Tab B, Paragraph 1?

Also, if phasing of the entire project is what you are looking for in this section it will again be considerably tough to provide the project phasing AND our approach to construction safety with enough detail to provide sufficient evidence of our competency to perform the work in accordance with Local, State and Federal - VA Policies (FAR, CFR’s, Master Specs, SSHO requirements, ILSM requirements, Infection Control, Industrial Hygiene and GEMS, Patient Safety, and Facility Management) in the 5 page limit considering the report body restrictions. Can we get some clarity as to what is expected in the phasing section and/or a revised proposal body restrictions to single spacing with extended page limitations?

The VA will be phasing this project and are looking to ensure that contractor is able to perform within contract period without taking down entire site for the entire construction period. Since it is design-build, details of phasing be worked in design period. However we need to ensure the contractor has the skill set and experience necessary to work on a large civil site with minimal disruption to clinic operations, which include closures of existing parking and blocking access.

It is worth noting there is utility plant project already in construction adjacent to site that involves removal and rebuilding of a portion of the parking to the East of the warehouse. The selected contractor will need to coordinate with that contractor in some portions of the project to ensure best possible outcome for the government.
