The purpose of this amendment 00001 to solicitation number 36C24818R0647 is to : (1) Respond to the RFI questions , and

| The documents have two separate systems utilizing 4” and 6” (outside diameter) tubing. Is there a reason for the facility-wide system to be 4”? Industry practice for new multi-station systems is 6”. The difference in transport capacity is a factor of 225%. Florida VAMC’s at Orlando, West Palm Beach, Bay Pines, and Tampa utilize 6” tubing in their systems. The VAMC in San Antonio, TX is also finalizing installation of a new 6” system across the campus. The smaller 4” tubing will limit what can be transported across the campus, especially if Pharmacy product is to be sent. The difference in cost is in the single digit percentage wise. |
| The documents have FOUR separate systems, 3 of them using 4” tubing (fully inter-connected systems) and 1 using 6” tubing (stand-alone system). The systems sizes were selected based on our (VA) operational needs. |

| The solicitation notes the need to send Pharmacy products across the campus. The documents only call out that the stations shall have a “Send Secured” button. Is there any need for additional documentation on sending medications including narcotics? The drawings do reference RFID technology, but this is not called out in specification section 10 90 01. The VAMC West Palm Beach is currently implementing this technology, which we understand is become standard in the industry. We have located similar specifications from other VISN 8 projects and suggest the following language for RFID Technology: |
A. Radio Frequency Identification (RFID)
1. The system shall be equipped with RFID hardware and control capabilities, as described in approved product data and shop drawing submittals. This will provide for the following operating features and conditions:
a. Carrier serial number. Each carrier shall be assigned a unique serial number that is programmed into each of its two RFID tags.
a. Automatic carrier delivery verification. Verifies that the serial number of the received carrier is the same as the sent carrier without requiring user intervention.
b. Carrier segregation. Provides for operating groups and the ability to designate carriers for use within specific groups of stations.
1. Up to 10 operating groups may be defined.
2. Each carrier shall be assigned to a single operating group.
3. Stations can be members of more than one operating group.
4. Carrier dispatches will not be permitted to stations that are not part of the operating group to which the carrier is assigned.
c. System shall maintain a carrier inventory for each station by operating group including:
1. Quantity of carriers assigned and present for each operating group.
2. Empty redistribution by operators shall result in the dispatched carrier being automatically routed to a station that is deficient in carriers from operating group of the dispatched carrier.
d. Carrier Home Station. The system shall be configurable so if desired, each specific carrier is assigned a home station and will return to that designated home station when an empty send is performed. While this feature is available, the use of it should be discussed and approved through OEM System Designer to ensure that adverse traffic implications are not created.
e. Automatic Carrier Inventory. The system shall maintain which station each carrier is located at. If a carrier is manually transported from one station to another and sent, the system will remove the carrier from the inventory of the original station.
Specification 10 90 01, section 2.5 STATIONS call out that the stations shall have several “operational” buttons, please review. The design does not contemplate this technology as part of the system.

| The station types in the drawing typically are typically utilized in lower volume departments in hospitals. Is this the desired type for all station locations? Those stations also show exposed tubing, should the tubing be enclosed to “hide” the tubing? |
| The station types were selected based our (VA) operational needs. Tubing inside the room where the stations are located can be exposed, however, as per Specification 10 90 01, section 1.3 QUALITY ASSURANCE, painting of exposed tube and unfinished surfaces can be required by the VA. It is VA’s choice to paint or maintain exposed tubing. |

| Is there a master plan for additional station locations like for the Outpatient Pharmacy (which has a station), Blood Bank and Inpatient Pharmacy? The American Association of Blood Banks has guidelines for transporting whole blood products throughout a system. This is a standard in most hospitals. |
VA will later decide if additional stations are need it, no master plan at this time.; the design provide for limited expansion, additional stations can be added.

| Spec section 2.6 Carriers calls out for 3 carriers per station. This would be the minimum number of units. We suggest more carriers for the CCU’s, ED, Pharmacy, and Lab if they transport whole blood. The section also does not request the typical foam inserts or bio-hazard packaging materials. The product being shipped need to be fully immobilized to avoid breakage and spills, but more importantly specimen integrity. |
| For now, VA will adhere to a minimum number of units. Foam inserts or bio-hazard packaging for the different samples/medication/documentation to be transported, shall be presented to VA personnel for their acceptance. | Spec section 3.2 Instructions does not list a specific number of training hours. Can hours required for the user and maintenance training be identified? We would suggest a minimal of 40 hours for both. Follow up visit within six months with 24 additional hours of training is required to make the system sustainable. |

| The specification does not include performance standards for the system location? Is there a traffic matrix for the volume of carriers being sent and received at each station location Is there a specified average “wait time” and “transaction time”? We define “wait time” as the time it takes for the carrier to leave a station once the send key is pressed and “transaction time” is the time it takes for the carrier to reach its destination once the send key is pressed. We can provide simulation modeling for the design, but it would be more accurate with the above data in meeting the staff’s needs. This information is required to size the equipment to support the project. |
No traffic matrix was developed, however, Specification 10 90 01 ask for the blowers to maintain a nominal carrier speed of 20 fps.
Since one of the objectives of implementing this project is to reduce transportation times, we encourage to lower as possible those “waiting” and “transaction” times.
Simulation modeling for the design is recommended in order to know beforehand the capabilities of the final system; it is VA’s choice to ask the vendor for this additional service.
