QUESTIONS & ANSWERS
Q1: Who currently holds the ambulance contract?
A1: Falck Southeast II Corp d/b/a American Ambulance.
Q2: How many total trips (ALS and BLS) did the contractor run in 2016?
A2: 2115 one-way trips, mainly in Orange County servicing the Lake Nona and Lake Baldwin campuses.
Q3: How many total trips (ALS and BLS) did the contractor run in 2017?
A3: 1411 one-way trips, mainly in Orange County servicing the Lake Nona and Lake Baldwin campuses.
Q4: Our previous contracts with the VA have requested EACH as quantity. On your pricing schedule it says orders. Is one order equal to one ambulance trip on way?
A4: Yes. ‘ORDERS’ = ‘one-way loaded ambulance trip’.
Q5: Is the mileage for loaded miles?
A5: Yes. Mileage is for loaded (patients onboard) trips.
Q6: Is there an estimate as to how many of the trips are out of town trips and what is the farthest out of town trip you estimate?
A6: No. Out of town trips are not be included in this contract. The VA will acquire out of town trip by a means other than this contract, as needed.
Q7: In the counties of Volusia, Brevard and Lake there are no COPCN’s issued to private ambulance providers. Ordinarily, local county ordinance would prohibit an ambulance provider from transporting a patient from pick up location to destination in the same county without a COPCN unless the ambulance was operated by the federal government. Is it the position of the VA that any selected private provider in these counties would be blanketed by the same exception provision based on the contractual relationship with the VA Medical Center?
A7: The Department of Veterans Affairs (VA) is not mandated by State, County, City, or Local ordinances nor can the VA enforce local requirements. Therefore, it is the contractor’s responsibility, not the Government, to coordinate/negotiate with municipalities regarding ALS/BLS Transportation within these areas. Furthermore, the VA is removing the requirement for offerors to provide a valid COPCN for each county in which the contractor is proposing to provide services in. Instead, offers shall be required to provide an ALS/BLS license, issued by the State of Florida (any county), as evidence of the offeror’s ability to operate as both an ALS and BLS service provider in Florida.
Q8: Regarding CLIN 0019 Mileage costs for each contract period, does the VA prefer bidders to use the mileage quantity provided by the VA for their pricing exhibits regardless if the bidder is not going to bid on all County Service Areas? Using the mileage quantity provided would inflate the total mileage costs for bidders not bidding on all County Service areas. If the VA prefer bidders to use mileage quantities only for Counties which they are bidding on, we would need the VA to break out CLIN 0019 by County for each contract period.
Q8: In Section B.4 SCHEDULE OF SERVICES AND PRICING, the CLIN structure to submit pricing for Mileage and for Wait time is revised. Sub-CLINs shall detail the estimated quantities by County for Mileage and for Wait Time. Offerors may submit pricing by County, as required. The revised SCHEDULE OF SERVICES AND PRICING (Revised 04-02-2018) is attached to this amendment.
Q9: Is there a way to provide pricing electronically?
A9: Yes. The VA is incorporating Attachment 7 – Pricing Spreadsheet to provide a uniform means for offerors to submit pricing electronically. All offerors shall submit pricing electronically using the Pricing Spreadsheet (Attachment 7). A copy of Attachment 7 – Pricing Spreadsheet is attached to this amendment and shall be completed by the offeror and included with the offeror’s proposal.
