Jose Delagdo Contracting Officer

1. On the Solicitation scope of Work, page 5 of 53, the project is entitled “Replace Finishes CLC North Clinical and Admin Areas. A few lines below that on the same page it is stated that 35,000 square feet of finishes are to be replaced. From an archived plan of the CLC we have on file we have measured about 36,000 square feet of patient areas (areas A & C below) and another 15,200 square feet of Administration areas (area B below) totaling about 51,200 square feet all within the original CLC Building #3. Does this project include the 15,200 square feet of Admin area as well as the 36,000 square feet of patient areas for a total of 51,200 square feet?

Answer: Area of work encompasses approximately 33,000 square feet. By the drawing above, all of AREA C, all of AREA B excluding mechanical areas and the corridor connecting the CLC to the main building, the nurse station area of Area A. New Addition (Hospice) is not included in this scope of work.

2. Do the proposed renovations also include the 12,400 square feet of building additions that have been done on the northwest and northeast of the facility since original construction (1,200 & 11,200 sf below)?

Answer: The 1,200-square foot addition noted above is included in the scope of work. The 11,200-square foot addition (Hospice) is not included in the scope of work.

3. What does the word “North” convey in the project title, “Replace Finishes CLC North Clinical and Admin Areas? Is the scope of work limited to the north section of the building in some way? If so, please describe.

Answer: CLC North is intended to include the patient bedrooms, restrooms, lounges and common areas of the “Area C”. Clinical and Admin areas encompass all other areas as described in the response to question 1.

4. Original Solicitation, page 5 of 53, 7th bullet point states, “at the end of each daily shift, spaces must be patient ready”. This won’t be possible in occupied patient rooms requiring new ceramic tile, plumbing, flooring and wall protection, etc. Can the patient rooms be vacated, barricaded and contained under negative air for progressing rolling room shut downs of a week at a time to allow at least 4 rooms to be done at once? This information is required to thoroughly answer the Phase 1 proposal requirement for technical methods and procedures we will employ to construct this project.

Answer: Areas requiring to be patient ready will be limited to corridors. Other areas such as patient rooms and offices may be closed for the duration of construction activity.

5. In order to determine and describe our phasing plan in our Phase 1 technical approach, What percentage occupancy is the CLC expected to be during our work?

Answer: Patient bedrooms will be available to close 1 wing at a time in 3 phases. Other areas will be completed in additional phases.

6. What is the maximum number of patient rooms that can be remodeled at a time?

Answer: Patient bedrooms will be available to close 1 wing at a time in 3 phases. Other areas will be completed in additional phases.

7. Will portions of the Administration area be unoccupied during our work there, or will all the Admin areas need to be done on weekends and nights and be ready for use each regular weekday?

Answer: Admin areas will be emptied during each construction phase. Work to occur during normal operating hours.

8. In order to determine and describe our technical approach for the two (2) Nursing Stations at corridor intersections what is the intent of The VA here? What problems are being experienced that we must resolve through remodeling in these two (2) areas?

Answer: Nurse stations should be configured to allow a more relaxed homelike environment. A more open floor plan is desired allowing seating for patients in the common areas.
