The purpose of this amendment to Request for Quote 36C24818Q0775 is to provide Government response to questions/Requests for Information (RFI) from industry and extend the response due date for electrical breaker services in support of the Miami VA Healthcare System.
1. See attached Government response to questions/RFI from industry (page two (2)) attached herewith.
2. The solicitation Request for Quote response due date is hereby extended to 31 May 2018 at 11:00am EST.
All other contract terms and conditions remain unchanged.
1. What hours are the work to be performed?
Most of the work will be done during the day during normal duty hours but some work will have to be done during the afterhours due to patient care.
1. What work can we perform in what areas can we perform while the generators are running?
If requested on substations and main feeder breakers. All work shall be performed at the convenience and at the discretion of the Government.
1. What generators work in sequence with what paralleling systems?
Caterpillars with non-essentials and Detroit’s with essentials.
1. Are the Breakers draw out?
Almost all are.
1. Are certain transformers included in the work?
All transformers are.
1. Where would you prefer the contractor to start first?
Most likely it will be at the Utility Plant however again all work shall be performed at the convenience and in correspondence with the Government.
1. When can we get the Line Drawings for each floor?
All one lines are posted on the walls of the rooms as well as available upon request from contractors who send separate emails requesting the release to them thereof.
1. Does the contractor need to be NETA certified? Example from other solicitations: “Contractors shall be certified by the Inter-National Electrical Testing Association (NETA) as NETA Certified Technician, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training.”
If they have NETA it would be recommended but it is not required and yes, they should have the 10-hour OSHA course.
1. Pg. 5, Section 4.2. of the PWS reads: “The contractor shall identify all breakers in the facility as to the load they serve.” Pg. 6, Section 4.5.2 reads: “The contractor shall inspect all electrical equipment, including each breaker, and report damaged, or malfunctioning equipment, loose connections or material, or any contamination that must be corrected. Clean where appropriate.” Reading these at face value would lead you to believe these two items are to be performed for the entire facility?
This only relates to the equipment listed within the Performance Work Statement (PWS).
1. The question is this the intent of these two items or are they supposed to be limited to the equipment listing on page 7, section 4.10?
Only for the equipment listed in the PWS.
1. Additionally, section 4.2 referenced above relates to what we call “circuit tracing” to identify the load on each breaker.
There will be no circuit tracing and if needed the Government will perform circuit tracing.
