To provide a basis for a sound comparative evaluation by the Government, offerors should submit a complete quote. The information provided should be concise, factual and complete. Offerors should submit a comprehensive and complete technical quote that demonstrates their ability to perform the work described in this solicitation. Offerors are cautioned to be responsive to all the requirements of the statement of work and provide sufficient information to allow evaluation of their quote as the Government reserves the right to make an award based on initial quotes received, without discussions.
QUOTE SUBMISSION
Quotes shall be submitted in two (2) volumes. Volume 1, consisting of Technical & Management Capability and Past Performance. Volume 2, consisting of Price only. Each of the volumes shall be separated and complete so that the evaluation of each part can be accomplished independently. Offerors quote shall remain active for sixty (60) days after RFQ closing date.
Quotes shall be submitted to scott.brickey@va.gov by the due date and time specified in Attachment A. It is the responsibility of the offeror to follow up and ensure that their quote was received prior to the RFQ closing date.
Offerors are hereby advised that any contractor imposed terms and conditions which deviate from the Government’s material terms and conditions established in the solicitation may render the contractor’s quote unacceptable and ineligible for award. Quotations shall be prepared as specified herein.
TECHNICAL QUOTATION:
Offerors shall submit a technical quotation in a format which clearly addresses each evaluation factor and shall clearly identify which factor is being addressed. This is not intended to restrict answering in as much detail as the contractor deems necessary to adequately present and address each factor in the technical quotation.
