Vendor Questions:
1. If this is a brand new contract OR if there is (was) an incumbent performing these services.
This is a new contract, one time service contract.
2. Requesting clarification if you are able to provide it for the training requirements. Are you requesting our proposed staff have this training or do you want us to teach these courses?
These are the certificates the proposed on-site staff should have. (Listed below) The staff will be working alone, around dangerous equipment and potential hazards. The facility requires the staff to be certified and knowledgeable while training around the potential hazards and while working around the equipment.
3. What should we base our pricing on for purposes of bidding?
Pricing should be base off of the delivery of the performance requirements listed in the SOW and relisted below.
PERFORMANCE REQUIREMENTS:
Vendor: will provide their own tools, materials, labor, and supervision. Vendor will provide all services required to include, but not limited to:
5.1: Survey and Procedures
a) Complete the comprehensive survey of equipment and identify all machinery that require unique (individual) LOTO procedure(s) and all equipment that will share common procedures. Develop all written LOTO Procedures.
5.1.a.1: LOTO Procedures will be in compliance with the VA written compliance program
5.1.a.2: LOTO procedures will be in compliance with OSHA 29CFR 1910.147 and based on ANSI/ASSE 244.1 guidance
b) Deliverable: Draft written procedures for each piece of machinery for review and comment.
c) Deliverable: Final written procedures for each piece of machinery. 1 full set of final procedures will be submitted in binders, to be separated by campus and tabulated by location and equipment type. In addition, 1 copy of each procedure will be laminated and posted at each item of equipment for both unique and shared procedures.
d) Deliverable: Energy Source Identification labels to be provided and fastened to energy control points where missing.
5.2: Equipment and Materials
a) Identify all LOTO equipment required to be purchased to facilitate implementation of LOTO procedures.
b) Deliverable: List of equipment to be installed as well as list of consumable materials, specifically locks and tags.
c) Deliverable: Quote for the required equipment identified under CLIN 001, to included installation costs for LOTO equipment required to be installed on existing equipment.
5.3: Training
a) Training of staff and Train‐the‐trainer. Develop training materials to facilitate training of Maintenance and Operations staffs at Atlanta VA Main campus’. These materials will be comprehensive and will be used by VA personnel to conduct periodic in house training after the initial training is provided by the vendor. Training materials shall be in compliance with VA written compliance program, VA Memorandum EC‐100 Lockout tagout, OSHA 29CFR 1910.147 and based on ANSI/ASSE 244.1 guidance and 2018 NFPA 70E.
b) Deliverable: Comprehensive training materials.
c) Deliverable: One training sessions will be conducted; 3 contact hours at Atlanta VA Main campus for M&O personnel.
5.4: Digital files and Software
a) Digital Files and Software for future updates and new procedure development
b) Deliverable: One digital copy of all developed procedures on a flash drive or cloud.
c) Deliverable: Software or license code used for the development of LOTO procedures if other than Microsoft Word.
d) “The C&A requirements do not apply, and that a Security Accreditation Package is not required”
4. Do you have a total number of procedures we should be quoting? Section 5.2(C) states to quote the required equipment identified under CLIN 002. There doesn’t appear to be a CLIN 002, and there’s no equipment identified in the solicitation.
Unfortunately, there is no CLIN 002. (Please disregard) There is an estimate is around 2,000 pieces of equipment for the three sites. Part of the job, listed in SOW is the following:
“5.1: Survey and Procedures
a) Complete the comprehensive survey of equipment and identify all machinery that require unique (individual) LOTO procedure(s) and all equipment that will share common procedures. Develop all written LOTO Procedures. “
5. Could I get an estimated number of pieces of equipment requiring the LOTO procedures or an equipment list? See number question four.
6. Regarding the “Emergency Call In Requirement” in the Performance Work Statement section of the RFQ, please provide specific details for the type of emergency work orders that you anticipate experiencing. Please define “the system” as it pertains to LOTO procedure scope development. A procedure has been written for a piece of equipment however when the lockout is performed, and equipment tested the equipment starts back-up. The vendor may be called on to help determine the problem and help perform the proper lockout.
7. Regarding Training Deliverables, please confirm the training is only at the Atlanta VA Main Campus and not required at the other two locations. Please confirm the number of M&O personnel expected to attend the training session. Training is expected to be conducted at the main facility. The personnel expected can be up to 160.
However, the intent is to train a core group of people and they will be used to train new people of people that may be missed. Hence the reason the following is included:
“5.3: Training

8. In anticipation of receiving answers to our questions on Friday, September 27th, would you be able to provide a one-week bid extension with bids due on Monday, October 7th?

9. On Page 10, Item 5.2.c. requires a quote for equipment identified in CLIN 2. Unfortunately, there is no CLIN 2 in the solicitation. Can you please confirm what we are required to quote? Unfortunately, there is no CLIN 002 (Please disregard)

Will the VA be providing an equipment listing for the equipment listed under CLIN002? No, CLIN002 is a typo that should have been removed. These are the performance requirements:

13. TRAINING REQUIREMENTS:
30-Hour OSHA Construction Training for Project Manager
10-Hour OSHA Training for all personnel involved with the required service
