About this file

This amendment to solicitation 36C24724Q0134 extends the response deadline to December 27, 2023 at 1:00 PM EST. It also provides responses to requests for information received by the deadline. The Department of Veterans Affairs VISN 7 Network Contracting Activity is seeking lockout/tagout standard operating procedures for approximately 3,000 pieces of equipment at the Veterans Affairs medical center located in Augusta, Georgia. The contractor will be required to identify specific lockout devices needed, submit draft SOPs for approval, and provide a list of required lockout tags and devices. The facility was constructed in 1966 and contains equipment of varying ages, some of which may not be labeled or have identifiable control points. The contractor should expect limited environmental hazards and variable access to some spaces.

This amendment clarifies that the VA will review and approve submitted SOP drafts through an iterative process and provide a partial asset list and estimated quantities for costing purposes. It also establishes that this is a new contracting requirement not associated with any previous incumbent.

Request for Information- 36C24724Q0134

1. Page 72 Section 10.a. of the Solicitation states “The offeror will submit all documents in PDF form, preferably one document, with no more than three (3) pages.” Can you please confirm if 3 pages encompasses all sections of the response, including Technical, Past Performance and Price, plus, the required reps and certs, SF149 and acknowledgement of amendments?

No, if you require more than three pages to make sure all required elements have been included please do so.

2. Each SOP will need to be approved prior to printing and posting of the approved SOPs.

Please clarify if this means the VA Maintenance team will conduct their own internal approval of each Energy Control Procedure.

Prior to printing and posting, each SOP draft must be approved. This will be accomplished through the submittal process. The Contractor will submit the SOP draft for review to the COR. The COR will conduct the review with SME as necessary. The submittal will either be approved, or rejected with specific comments detailing what needs to be changed. The Contractor will resubmit a rejected SOP draft with changes and the COR will review. This process will continue until each draft SOP has been submitted and approved.

3. The contractor shall provide a list of specific LOTO tags and devices required to isolate each piece of equipment. Is the awarded contractor to provide a list of lockout devices?

Yes, a list will be provided to the awarded contractor

4. What is the age of buildings and facility equipment?

Building was completed in 1966. Additions and renovations have taken place over the last 58 years. Equipment has been added/ upgraded over time. There is no way to determine the age of facility equipment.

5. Is the equipment labeled, and are electrical and valve control points readily identifiable?

Not in every case.

6. Will the VA be able to provide daily support to the awardee so rooms and equipment locations can be quickly located?

Support will be provided, however, continuity to hospital operations must be maintained and thus certain rooms/ equipment may not always be available.

7. Are any restricted areas requiring special access beyond what a general escort can provide?

No

8. Are pipes labeled with content and direction of flow?

Not in all cases

9. What is Wi-Fi access like throughout the site?

Guest Wifi is available. It works okay in most areas.

10. Are there environmental hazards such as asbestos or lead paint?

The building was built in the 1960’s. It is possible that lead paint exists. LOTO

SOP creation should not disturb the paint.

11. If applicable, are the attic and basement spaces navigable?

Somewhat. We do have access under the building, but it is a crawl space and some spots you even need to “army crawl”. Attics will be accessible.

12. Currently, the VA does not provide a list or quantity of equipment. Can you please provide estimated quantities that you would like us to use for our cost basis?

3000 pieces of equipment requiring an SOP

13. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

This is a new requirement

14. If not brand new, could you please provide the current / previous contract number?

N/A (This is a new requirement)

15. The solicitation states a partial asset list is available, but it is not included within the RFP.

Can you please provide the list?

Yes

See attached document: Assets List.
