Description: 36C24723Q0439 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01 Effective December 30, 2022, and Acquisition Policy Flash 23-06 Effective January 1, 2023.
This procurement is not set-aside. This is an unrestricted solicitation.
The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 – Surgical and Medical Instrument Manufacturing with a size standard of 1,000 employees. The PSC is 6515 – Medical and Surgical Instruments, Equipment, and Supplies.
The Department of Veterans Affairs, Network Contracting Office (NCO) 7, is seeking to purchase several Hillrom Hospital Beds. This is a BRAND NAME ONLY procurement. The redacted brand name justification is attached.

The following solicitation provisions apply to this acquisition:
1. FAR 52.212-1, “Instructions to Offerors–Commercial Items” with the following addenda: FAR 52.204-7, 52.204-16.
2. FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items” Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, “Offerors Representations and Certifications–Commercial Items.” If paragraph (j) of the provision is applicable, a written submission is required.
The following contract clauses apply to this acquisition:

The requesting service will complete a technical evaluation on the quotes provided. The quotes that are technically acceptable by the service will then be evaluated by the Contracting Officer, who will then provide a decision for the quote most favorable to the Government. Decision is based upon the Lowest Priced, Technically Acceptable Quote.
Interested vendors are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. Registration is available at www.sam.gov.
Quotes shall be sent by e-mail only to matthew.durden@va.gov no later than 11:59pm EST, Tuesday, March 28, 2023. Telephone inquiries will not be accepted. Questions pertaining to this solicitation shall be sent by e-mail only to matthew.durden@va.gov no later than 12:00 pm EST, Friday, March 24, 2023. SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS IN ACCORDANCE WITH FAR 13.5
Acquisition Plan Action ID: 36C247-23-AP-1397
1. Contracting Activity: Department of Veterans Affairs, VISN 07, Network Contracting Office 7 on behalf of the Ralph H. Johnson Medical Center 2237: 534-23-2-783-0078.
2. Nature and/or Description of the Action Being Processed: Nursing Services is in need to procure 19 Centrella Smart + Bed, mattresses and CCFM Technology for the new (4A) ACE Unit. The facility previously purchased 75 beds for the facility. The ACE Unit was previously our Community Living Center which required different beds to accommodate patients’ length of stay. Since unit is transitioning into a Med/Surg, Palliative Care, and Hospice Unit new Centrella beds are required to decrease and prevent patient falls, pressure injuries, and alert staff to patient decline in health status.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: Centrella Smart + Beds will significantly reduce out Hospital Acquired Pressure Injury rate by providing proactive preventative measures with the essential physical characteristics. Centrella beds are required to decrease and prevent patient falls, pressure injuries, and alert staff to patient decline in health status.
4. Statutory Authority Permitting Restricted Competition:
FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): BRAND NAME ONLY: Hillrom is the only company that has the technologies for the Centrella Smart + Beds that are used throughout the hospital:
WatchCare Incontinence Management System THE WATCHCARE™ INCONTINENCE MANAGEMENT SYSTEM elevates the patient experience and enhances patient safety through real-time incontinence alerts. The WatchCare™ Incontinence Management System may help nursing and hospital management reduce skin breakdown and pressure injuries, both of which have a measurable impact on patient satisfaction, clinical outcomes, and hospital economics. THE WATCHCARE™ INCONTINENCE MANAGEMENT SYSTEM was designed internally by Hillrom and is proprietary to Hillrom. The technology can be integrated into the Progressa, VersaCare, and Centrella Smart+ Bed offerings.
Contact-Free Continuous Monitoring powered by EarlySense Contact-Free Continuous Monitoring (CFCM) powered by EarlySense enables the Centrella Smart+ Bed to accurately monitor a patient’s heart rate and respiratory rate in real-time without any leads or contacts simply by placing a patient in the bed. The technology is designed to allow healthcare providers to identify signs of patient deterioration, initiate an early intervention, and promote patient safety.
Hillrom owns the proprietary technology and is the sole provider of CFCM in acute care globally. This advanced sensing technology is available on the Centrella Smart+ bed.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: The use of a VIP query, GSA search, SBA DSBS, FPDS query utilized for determining any additional potential sources via Market Research Assistant. The MRA results returned 21 vendors using NAICS 339112 and keyword ”Centrella Bed”. Due to NMR, CS emailed the OEM (Hill-Rom) to provide a list of authorized distributors, Hill-Rom responded with 3 SDVOSBs. These 3 vendors were emailed for capability and interest; however, there were 2 responses. The other queries did not return any relevant results. The Sources Sought Notice was posted to SAM on the 28th of February to further assist in determining the potential for a set-aside to any of the small business concerns. There were 0 responses to this notice.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated price to the Government is [redacted]. Pricing will be compared using the techniques found in FAR13 to determine reasonableness.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Thorough market research was conducted through multiple resources and websites. Queries of GSA, VETBlZ, SBA Dynamics, NACIS and through the internet search engine Google. Further, an Intent to Sole Source was posted to Beta Sam for capable vendors to respond with interest in quoting on this requirement. There were no responses.
