The purpose of this amendment is to make the following changes to solicitation 36C24721Q0136:

1. 2.2 - Period of performance for base year changed to 07/01/2021 to coincide with the first delivery date.

2. Added 5.2.2. to the PWS: 5.2.2. The required equipment indicated in this PWS shall not be older than 5 years of the manufacturer’s date and the date of this award. The provider shall also furnish a Bayer Stellant D dual head contrast injector to the indicated CBOC site of Cobb County.

3. Added 6.3. to the PWS: 6.3. Contractor will perform arrival, set-up, take-down, and departure of Computed Tomography Scan) in a manner that results in limited or no disruption to normal operations of the ATLVAHCS. In addition, the organization WILL NOT incur any additional costs for removal or de-installation of the contracted equipment

Additional changes listed below. Timely questions requested and answers are below.

4. Added 8.7 to PWS: The ATL VAHCS will provide supplies such as daily operational components; linens, trash receptacles, soiled linen containers and biohazardous receptacles. In addition, injector tubing, contrast and contrast syringes will be provided by the CBOC / Atlanta VA Radiology Department.

5. B.2 PRICE/COST Schedule has been updated to reflect the new base year. 0001, 0001AA, 0001AB, 0002,0002AA, and 0002AB dates have been changed to 07/01/2021 – 04/30/2022

6. The following are the answers to the timely questions requested:

1. Is there any flexibility on the 05-01-21 start date to accommodate the build time for new mobile units?

This is not a mobile unit, the unit will be INSIDE the facility, it does not state a mobile (trailer) unit in the PWS. The contractor will provide all services and equipment to provide CT services, meeting the specifications outlined in the PWS.

2. Please confirm the ATL VA is exempt from the Georgia Certificate of Need program.

I do not know; we have multiple CT services in the state of Georgia, and this has not been brought up or been an issue.

3. Section 3.4 & 6.4 – please confirm the mobile CT units can remain onsite full-time even though services are provided 5 days per week.

The unit will be inside the facility and will remain there once installed/hooked-up.

4. Section 4 Implementation dates do not align with the 2.2 Period of Performance Dates, please clarify. See # 10

5. Sections 6.1 & 6.2 – please explain reason for restricting equipment use to Federal Government contract work only.

The statement is simply saying that you may not use the equipment for anything other than Government work to include outside normal business hours, etc.

6. Does a CT Tech fall into the Radiologic Technologist Wage determination? Yes

7. The bid does not specify whether the specified system needs to be new. Does the system need to be new or can it be used or refurbished? New is the preference (less than 5 years by the manufacturer.

8. RFQ specifies that the system be a Siemens Edge CT. Will the Atlanta VAMC allow any other systems other than the specified system to be considered for the RFQ? NO, it is what is used in the main facility

9. Will a power injector be required or will the CBOC(s) supply these? YES, it is required (dual head injector) for Cobb.

10. There is no mention of de-installation cost. At the end of the base term or at any other point, if the contract is cancelled, will the Atlanta VAMC consider incurring the cost for de-installation? The vendor is responsible for all de-installation cost.

11. In Section 2.2 “Performance” the RFQ states that the period starts May 01, 2021, but this date does not correlate with the start dates in Section 4.1 “Implementation”. Can you please help us understand whether these dates in section 2.2 are accurate and what they relate to? There is approximately a six to seven-month gap between the “Delivery Installation Start” and “Service Start Date” for both Pike and Cobb CBOC’s. Would you please confirm this is accurate and if so, when does the invoicing start for the service?

Effective date will be changed to coincide with the first implementation date. There is a gap between the delivery and start date due to the equipment needing to be on site during the construction phase of the CBOC’s. The CBOC’s do not open until the service start date. These dates are correct and accurate.

12. Will supplies such as linens be the responsibility of the service provider?

Supplies, linens VA CBOC generally will supply

13. Does a list exist of all the supplies that the service supplier will be responsible for providing? If so, could we please receive this? The supply list is contingent on the equipment being used. If the vendor equipment mimics the equipment that is used at the main facility, then the VA can provide supplies (since we are already purchasing). That is why we are very specific on what we want used (dual injector).

14. Who is responsible for the cost of the contrast? Contrast is for only Cobb and VA Radiology would ensure the contrast is provided for our patients.

15. Please clarify whether this is a mobile or in-house solution. The solicitation references performing CT service, but it also references hooking up power. Even though the solicitation doesn’t mention mobile, some elements look like a mobile unit.

This is an in-house unit not mobile, Government will provide power for the hook up

16. Is it possible to use internal resources (staff) to man the Imaging CT, given that this contract is only for one year and it is challenging to staff this unit? This element alone will drive up the cost significantly.

No, the contractor will furnish ALL staff to provide the services.
