Performance Work Statement Armored Car Services

1. PURPOSE:

The intent of this solicitation is to obtain Armored Car Services for the Agent Cashier’s Office for the Tuscaloosa VA Medical Center in Tuscaloosa, AL.

2. SCOPE OF WORK:

The contractor shall provide Armored Car service for the Agent Cashier’s Office located at 3701 Loop Road East, Tuscaloosa, AL 35404. The Agent Cashier’s Office requires service to include change order requests in a secured bag Monday through Friday, except major holidays.

The Contractor shall provide service to the Agent Cashier office before 12:00 noon and make delivery to Wells Fargo (Primary: Indian Hills Financial Center branch; Secondary: 1427 Greensboro Ave, Tuscaloosa, AL 35401) before 2:00 p.m., Monday through Friday of each week.

3. PLACE OF PERFORMANCE: Armored Car Services will be required for the following locations:

Agents Cashier’s Office Room 11, Building 63 Tuscaloosa VA Medical Center 3701 Loop Road East Tuscaloosa, AL 35404

4. PERIOD OF PERFORMANCE: Base Plus Four Option Years (To be Determined at time of award)

5. HOURS OF OPERATION: Unless otherwise specified all work will be during regular administrative working hours. The Contractor shall provide Armored Car Services Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding federal holidays.

Exceptions being legal government holidays as follows: New Years Day-January 1st, Martin Luther King’s Birthday- 3rd Monday in January, President’s Day- 3rd Monday in February, Memorial Day- last Monday in May, Independence Day- July 4th, Labor Day- 1st Monday in September, Columbus Day- 2nd Monday in October, Veteran’s Day- November 11th, Thanksgiving Day- last Thursday in November, and Christmas Day- December 25th.

6 TYPE OF CONTRACT: Firm fixed price contract

7. PERFORMANCE REQUIREMENTS:

a. The Contractor shall furnish Armored Car Service to the Agent Cashier, Tuscaloosa VA Medical Center located at 3701 Loop Road East, Tuscaloosa, AL 35404.

b. The VAMC agrees that it will prepare in securely and distinctively sealed and/or locked packages or containers properly tagged or marked with the name of the designated consignee thereof all funds, securities, and/or instruments for prompt delivery to the contractor pursuant thereto. Deposits must be ready at time of pickup. Contractor will be required to wait no longer than five (5) minutes.

c. The contractor's responsibility for the safekeeping of shipment shall commence when the contractor has received the same and a receipt provided and shall terminate when delivery is completed. A record of all deliveries and pickups will be maintained in an accountable register furnished by the contactor. Contractor will provide

d. The Contractor shall provide a list of regularly employed staff quarterly.

e. The Contractor shall ensure staff is furnished and dressed in clean company uniforms.

f. Badges: All contractor personnel authorized for pick-up and delivery of currency to and from the VA Medical Center Atlanta shall bear the contactor’s identification badge with name, signature, and badge number clearly visible, and which is consistent with the name, signature, and badge number on the list of authorized agents provided by the contractor.

g. All firearms shall be holstered or secured while inside the medical center.

1. Conduct: The Contractor and any employees are subject to the same rule of conduct and standards as Government employees. No alcoholic beverages or drugs are allowed on the installation. TVAMC has implemented a smoke free environment policy; thus there is no smoking on TVAMC campus.

h. The Contractor shall ensure a minimum of two trained experienced drivers are utilized for this service.

i. The Contractor shall provide a secured armored car for the transport of funds.

j. The Contractor shall pick up the change order and make delivery back to the Agent Cashier in the same day, when applicable.

k. The Contractor shall provide service to the Agent Cashier office before 12:00 noon and make delivery to Wells Fargo (Primary: Indian Hills Financial Center branch; Secondary: 1427 Greensboro Ave, Tuscaloosa, AL 35401) before 2:00 p.m., Monday through Friday of each week.

l. The Contractor shall report all concerns to the Contracting Officer’s Representative (COR).

m. The contractor will be liable for the loss of shipments delivered into its possession if they should fail to deliver shipments to the consignee(s) in the same condition as when delivered to and receipted for by the contactor. A receipt by the consignee(s) shall be conclusive evidence that supplement was received securely sealed and that the package(s) were free from any cuts, holes, or other defects which could permit a loss of the contents. All deposits will be transported in a locked bag.

n. Contractor fully understands that the taking of photographs or video recordings is strictly prohibited while on VA campus.

o. Due to sensitive nature of transporting cash, subcontracting is not allowed.

8. LIABILTIY INSURANCE:

Liability Insurance: It is understood and agreed that the maximum liability shall not exceed one hundred thousand dollars ($100,000.00) per trip and vehicle insurance in the same amount. Liability shall commence when deposits have been received into the contactor's possession and shall terminate when same have been delivered to the consignee, provided, however, that in any case where any deposits are delivered to the contactor not distinctly and securely sealed, the contactor shall not be liable for any shortage claimed in such deposit. In the case where change is returned, the same policy shall apply. Proof of insurance is required prior to commencement of services.

Evidence of Coverage: Before commencing work under this contract, the contractor shall furnish the Contracting Officer with certification from his insurance company indicating proof of proper coverage by bond on all risk insurance against theft and/or loss of goods, materials, cash, checks or other securities totaling up to one hundred thousand dollars ($100,000.00) entrusted in his care by the VA Medical Center. Bidder shall provide a certificate of insurance evidencing its all risk coverage.

9. INVOICES:

Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor, validated by the Contracting Officer’s Representative (COR), and submitted to VA FSC, P.O. BOX 149971, AUSTIN, TX 78714-8971.

A properly prepared invoice will contain:

· Invoice Number and Date

· Contractor’s Name and Address

· Accurate Purchase Order Number

· Supply or Service provided

· Total amount due

10. BASIS OF AWARD: Award will be made to the Lowest Priced Technically Acceptable (LPTA) offeror meeting the requirements stated above.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. C.2 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
