NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs intends to issue sole-source firm-fixed priced award contract, to Spiral Software, 113 Upper Pasture Road, Norwich, VT 05055.

A sole source procurement will be issued to Spiral Software because they are the only vendor capable of fully performing the service. Spiral Software is the owner of the proprietary software ‘Amion’ and does not offer or authorize the software to a third-party vendor, this requirement is for the annual license for existing software at the Augusta VA Medical Center

This procurement is being conducted in accordance with FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS code is 511210 ‘Software Publishers’ and has a size standard of $38.5 Million for this procurement.

This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 9:30 AM EST, May 27, 2020 to: chaz.bowling@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.

However, responses to this notice will not be considered adequate responses to a solicitation. Web-Based Scheduling Software Statement of Work (SOW)

1. GENERAL:

This statement of work describes the requirements for providing web-based electronic on-call schedule support services (Spiral Software AMION) to Charlie Norwood VA Medical Center (CNVAMC). The vendor shall provide 14 licenses for access to the web-based scheduling system for use throughout the medical center. The areas that will utilize these scheduling services are Emergency Attending Physicians, ED Residents and Nurses, Specialty Care, Surgery, Geriatrics, Primary Care, Mental Health, Nutrition, Imaging, Spinal Cord Injury, Social Work, Dental, Pathology/Lab, and COS Office. These areas may be subject to change at the medical center’s discretion and additional licenses may be added in the future. This SOW defines the medical center's specific requirements for these services.

2. BACKGROUND:

The Charlie Norwood VA Medical Center (CNVAMC) is a two division multi-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Augusta, Georgia and provides primary, secondary, and some tertiary care. Annually, the medical center serves thousands of patients. Satellite Community Based Outpatient Clinics (CBOC’s) are located in Athens, GA, Statesboro, GA and Aiken, SC. Additionally, the VISN7 Procurement and Accounting functional areas, the Seamless Transition Center and the Veteran Center are serviced by CNVAMC.

3. PERIOD OF PERFORMANCE: One base year with four option years for web-based scheduling software services.

Base Year: 7/1/2020 – 6/30/2021 Option Year 1: 7/1/2021 – 6/30/2022 Option Year 2: 7/1/2022 – 6/30/2023 Option Year 3: 7/1/2023 – 6/30/2024 Option Year 4: 7/1/2024 – 6/30/2025

6. Vendor Requirements:

6.1 Vendor shall furnish all requirements and deliver all necessary access and codes for functions related to viewing, setting up, and managing the electronic schedules online.

6.2 The vendor will ensure the proper installation of software necessary for administrator access and abide by medical center privacy measures.

6.3 The vendor will provide technical support and training to users as necessary. Technical support shall be provided within 24 hours of request.

6.4 The online database of schedules will be accessible at all times and in proper working condition. The vendor will need to give sufficient prior notice to CNVAMC in the case that access to and functions of the web-based schedules are affected by any necessary maintenance, software updates, or servicing of hardware.

6.5 All data/information pertaining to CNVAMC schedules that are stored on vendor servers is property of VA, which shall retain and migrate that proprietary data free of charge. VA shall freely migrate its data/information to other entities or its own servers as needed.
