1. Is there an incumbent and which company is it? River Oaks Health
1. What is the contract # of the previous or existing contract? VA247-15-C-0082
1. What was the annual cost of the previous or ending contract? See Contract
1. How many employees are authorized coverage for this service? (This number should be the maximum number of employees to be employed by the VAMC and its CBOCs/tenant units). The SOW states 1150 employees, is this still the accurate number? At the time 1150 was how many we have on board, however, this number fluctuates either up or down. Our current number on board is 1165
1. Most EAPs cover the employee and family member dependents as defined by the IRS for tax purposes. This solicitation seems to imply that the EAP will cover not only immediate dependent family members as defined by the IRS but also any extended family including the employee’s parents, the employee’s siblings, the employee’s sibling’s spouses and all of their offspring plus foster children and of course adopted children. It also seems to imply possible coverage of Aunts/uncles and cousins as well,… “any blood relative.” Can you clarify who in fact is covered and also the approximate number of the average family size to be covered? All relationships specified in the statement of work, cannot define size of family
4. We ask this because this requirement is considerably outside the norm for EAP services and will cause our pricing to be significantly higher than what would normally be quoted if the amount of people needing coverage is beyond the IRS definition of dependent family member.
1. On page 5 of the solicitation it states, “A full-service facility must be within a 10-mile radius of the Tuscaloosa VAMC and shall have classroom/s and conference room/s for needed off-site training and seminars, as well as therapeutic play areas for child services. Multiple secure, private offices should be available to accommodate several clients at one time, if needed.”
5. Generally any training or seminars are conducted on campus at the VAMC or its CBOCs to provide employee orientation or annual supervisor training sessions concerning the EAP services provided. Wellness seminars can also be provided on VA campus if desired. Additionally, with regards to a facility with classrooms and conference rooms, a counseling facility may not be available in Tuscaloosa with that capability. Generally, most counseling offices offer therapy/counseling rooms that can accommodate a counselor and 2 to 3 clients at a time. Additionally, therapeutic play areas for children may or may not be available. There are a number of qualified counselors in the Tuscaloosa area who provide counseling services and some play therapy sessions for children in our network.
5. Can you provide clarification on the need for therapeutic play areas? Are these for children to be used for supervised play while a parent or guardian is being counseled or for child therapy purposes? Yes
5. Lastly, it may be difficult to find one facility that provides all of the above requested services, however we feel confident that we can find a number of affiliate counseling offices that when combined would cover most or all of your requirements. Can this requirement stated above for facility requirements be met with more than one facility in our network? Yes
5. We are not sure we can find private counseling offices with security guards as this is not the norm. It appears that this SOW was written as if a service would mirror a VA facility’s capabilities. Most private counselors and their facilities do not have this capability of private security. Can we remove this requirement or make it optional? No, this is not optional and cannot be removed
1. There are counselors available in Selma and Fayette, AL that could fulfill the last requirement. Would this be acceptable in lieu of having counselors from Tuscaloosa travel to those towns to provide counseling if available? Yes
1. Page 7 of the SOW states that a “minimum of 4 on-site workshops be provided on a quarterly basis” and to cover each shift. What would the maximum number of seminars requested be and how many shifts need covering and the times of day to provide these seminars? (We are trying to ascertain a maximum number of seminars per year to price correctly as each seminar generally has a fixed cost associated with it.) There is not a set number of maximum seminars all depends on the need and topic for the needs of the facility, there are three (3) shifts: Day Shift- 0800-1630; Evening Shift- 1530-2400; Night Shift- 2400-0800
