Attachment B
A. SOW AND SALIENT CHARATERISTICS
All equipment:
a. Must be DICOM compliant as per the DICOM Conformance Statement
b. Must have FORUM connectivity for the ZEISS OS CIRRUS PHOTO 600
c. The image must be captured using a DICOM interface for transfer into Vista
Imaging
d. Should be on approved VA list: a listing of tele retinal image acquisition systems that have been validated by the VA is located at below website link on page 29 (ophthalmic photography) http://www.va.gov/HEALTH/imaging/docs/VistA_Imaging_DI COM_Modality_Interfaces.pdf
e. Should be able to connect to Atlanta main eye clinic’s existing software management system “middleware”.
1. Technology for Zeiss HFA3 860 Visual Field Perimeter
a. Perimeter should have capability to connect to main Atlanta VA Eye Clinic’s pre-existing image management software system at a high level such that the image management software can manipulate the raw data derived from the perimeter. Eye Clinic currently owns Zeiss FORUM as the image management system/middleware.
b. Visual Field perimetry machine should be a summary measurement of the patient’s visual field status, expressed as a percent of normal age-adjusted visual field.
c. Threshold test library needs to include multiple tests including 60-4, 24-2, 30- 2, 10-2, and macula.
d. Machine should have a blind spot monitor, gaze and head tracking.
e. Multiple stimulus colors – White on White, and red or blue on white.
f. Must perform foveal threshold testing and automatic pupil measurement
g. Should produce results that are directly comparable to perimetry machines that already exist at the Atlanta VA Eye Clinic (currently clinic owns 5 Zeiss Humphrey Visual Field Machines).
h. Progression analysis algorithms on the perimeter should utilize evidence-based medicine protocols derived from glaucoma studies such as the Early Manifest Glaucoma Trial.
i. Progression analysis algorithms should be FDA approved to detect progression and not just provide trends.
2. Technology for Zeiss OS Atlas 9000 3.0 Corneal Topographer
a. Corneal topographer should have capability to connect to main Atlanta VA Eye Clinic’s pre-existing image management software system at a high level such that the image management software can manipulate the raw data derived from the topographer. Eye Clinic currently owns Zeiss Forum as the image management system/middleware.

b. Corneal topographer should allow for comparison to current eye clinic corneal topography results. Eye Clinic currently owns one Zeiss Atlas Corneal Topographer
c. Compact, all-in-one system, more efficient and easier to use
d. Alignment system and corneal analysis algorithm should be able to deliver sub-micron elevation accuracy in measurement
e. Topographer offers corneal wave front analysis using ray tracing technology to measure higher order corneal aberrations.
f. Multiple chinrest positions for patient for easy image capture and wide peripheral coverage.
g. Use of multiple ring Placido disk optimized to avoid ring crossover, which means reliable results for a wide range of patients
h. Non-visible Placido ring illumination to increase patient comfort and so equipment can be used in even the most light-sensitive patients.
i. Long, working distance (e.g.70mm or greater) to minimize focusing error found in “small cone” systems
3. Technology for Zeiss OS Cirrus Photo 600
a. Fundus/OCT machine should produce results that are directly comparable to results obtained from the main Eye Clinic’s current fundus and OCT machines. The main eye clinic currently owns 5 Zeiss Cirrus OCTs.
b. Fundus/OCT machine should connect correctly to the main Atlanta VA Eye Clinic’s pre-existing image management software system at a high level such that the image management software can manipulate the raw data derived from the fundus/OCT machine. Eye Clinic currently owns Zeiss FORUM as the image management system/middleware.
c. Mydriatic and non-mydriatic true color fundus camera
d. Ocular coherence tomography technology
e. Has fundus Auto-fluorescence
f. Photo and OCT must be in a single, integrated and compact system
g. Use of advanced algorithms to measure and display layers
h. Uses accurate centering software and registration to ensure measurements are made in the correct location and are reproducible between scans on the same patient
i. Ability to automatically register data cubes with prior patient visit data
j. Multimode Navigator- interactive display of fundus image and OCT scans
k. Precise registration and display of OCT scans with color fundus image
l. Macular Thickness and Change Analysis
m. Macular Thickness Normative Data
n. ONH & RNFL OU Analysis with normative data
*Contractors providing equal products shall provide descriptive literature describing equal characteristics and must be compatible with current system.
