Site Questions / Comments:

• There are already in place pumps and chemicals from State Chemical in place at the 9 locations.

Why? The Ralph H. Johnson VAMC purchased their chemicals.

• The Utility folks say that State Chemical put them in less than a month ago. But they haven't seen them since. State Chemicals has been there twice.

• In looking at each location, there were some anomalies:

o one pump was not the State Chemical 24/7.

o one pump did not even have the tubing in it so it could not pump any chemical. The tubing was not installed.

o one pump had the Low Battery Light lit so it is doubtful if it was pumping. There was not pump movement at the time. That pump needs a new battery.

o 4 of the pumps Display was completely blank so I do not know if they were off or not. The pumps have a on and off cycle.

o we could not actually look at 2 of them as we did not have the correct key for the rooms they were in.

o I did not see any pump actually pumping anything. They may be set for certain times of the day to deliver some chemical, but I did not go into the control panel settings. The pumps have a on and off cycle.

Solicitation Questions (since the folks at the VAMC were not familiar with this solicitation):

• The solicitation states that the vendor is to supply the 9 pumps and chemicals. However, they are already there. Can you clarify the requirement? The awardee of this contract will be responsible for the pumps o From my point of view in what I saw today, the setup does not appear to be very reliable and this sewer situation seems critical in talking with the utilities people. I would propose and deliver a much more reliable system and power supplies.

• Can you explain why State Chemical came in and installed their equipment and chemicals less than a month ago? The RHJ VAMC purchased their chemicals.

• What is the performance criteria that I would be held to for evaluating if the chemicals are working, the sewer is free of grease, etc.? Please see performance requirements outlined in the statement of work.

• What is the dosage rate being determined? Each location has differing amount so f grease, differing flow rates of wastewater, and different times of the day when grease wastewater would be in the sewer piping. How do I price the chemical usage per month with these variables? This is a firm fixed priced contract. Potential vendors quote of grease shall be included in the monthly price of the base and four-year options.

Do you have a construction cost/estimated budget? There is no cost/estimated budget. This is not a construction project.
