Other Than Full and Open Competition (>SAT)

Correct Fire Door Deficiencies

Acquisition Plan Action ID: 36C247-19-AP-3004

1. Contracting Activity: Department of Veterans Affairs Network Contracting Office 7, the Ralph H.

Johnson VA Medical Center and the requesting office – Engineering Service.

2. Nature and/or Description of the Action Being Processed: A survey was done to inspect all fire and smoke doors in order to identify any deficiencies. Fire and smoke doors were inspected based on the 2015 Edition of NFPA 101 and NFPA 80. The location of the doors and type of each deficiency (if any) was noted on the field drawings by the Romanyk Consulting Corporation Site Survey Team (RCCST). The results of the survey a Door Condition ID number was given to each door that was inspected and the location of each door, whether it passed or failed the inspection. If a deficiency was noted, then the door failed and the report also includes recommended methods of correction for each deficient door. Each door that was noted to have a deficiency was reviewed and assigned recommended corrections for each deficient door. This information was put into a report for action.

This procurement is required to maintain the integrity of the fire and smoke protection features of the Building 100.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: Correct fire/smoke door deficiencies throughout the Ralph H. Johnson VA Medical Center to maintain the integrity of the fire protection features of the facility. The contractor will provide all parts, labor, material, equipment and supervision necessary in accordance with the fire and smoke door deficiency report and specifications. The contractor shall complete the project within one (1) year from the issuance of the notice to proceed by the Contracting Officer. The IGE for this proposed action is

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The deficient fire and smoke

Essential repairs to the fire and smoke doors are needed at once to maintain the integrity of the fire and smoke protection features of the facility and to preclude adverse impairment of mission performance. The National Fire Protection Association standards in the Life Safety chapter prescribes the requirements for fire and smoke doors healthcare facility accreditation required by the Joint Commission. Correction of these deficiencies are essential for maintaining Joint Comission accreditation. Any delay in awarding this requirement can result in serious harm to the Government.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This requirement will be a competed action but limited to three service disabled veteran owned small businesses (SDVOSB). The three SDVOSBs are MSK Constructions, Construction Services Group, and MedPro Systems all businesses are VIP verified. Additionally the response time to the solicitation will be reduced to 7 calendar days due to the urgency.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: This is as competed action therefore, competition will help to determine the price fair and reasonable. The estimated cost of the project is

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted: The three SDVOSBs were contacted to determine their interest in the requirement. MSK provided a posistive response from Sarah Mashall; CSG was contacted and provided a positive response from Andy Moody; Medpro was contacted and provided a positive response from Matt Farmer. Please see attached emails.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: N/A.

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: Provide list of sources
