Shuttle Transportation Services

This is a pre-solicitation notice for a Shuttle Transportation Services contract. Network Contracting Office 7, Charleston, SC intends to solicit and negotiate a firm-fixed-price contract to provide Shuttle Services at the Ralph H. Johnson VA Medical Center (RHJVAMC) in Charleston, SC. The Contractor shall provide said services Monday through Friday (excluding Federal Holidays) from 4:30 am until 11:00 pm.

This contract will have one base year and up to four option years. Anticipated start date is March 1, 2018.

The applicable NAICS Code is 485999, All Other Transit and Ground Passenger Transportation Parking Lots and Garages (SBA size standard $14 Million). This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside.The solicitation will be 100% set-aside for VetBiz verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

The purpose of the contract is to provide Shuttle Transportation Services for patients and employees of the Ralph H. Johnson VA Medical Center (RHJVAMC) between the Medical Center location at 109 Bee Street, Charleston, SC, and an offsite parking lot located at 41 Folly Road in Charleston, SC.

Contractor shall provide enough vehicles to handle peak usage times and shall have at least one shuttle vehicle available and operational at all times. Contractor shuttle transportation will operate on a 5-minute schedule during the most highly utilized (peak) times (6:00am-8:30am and 3:00pm-5:30pm) for both locations. On Mid-Peak times, the shuttle will operate on a 10-minute schedule (5:30 pm-8:30 pm). During less utilized (non-peak) times (4:30 am-6:00 am; 8:30 am-3:00 pm and 8:30 pm-11:00 pm), the shuttle will operate on a 15-minute schedule. The number of passengers will vary throughout the day but the highest concentration will be approximately 1300 passengers in one direction between 6 am and 8:30 am, and approximately 1300 passengers in one direction between 3 pm and 5:30 pm. The distance between the two locations is less than 2 miles.

NOTE – A SOLICITATION IS NOT CURRENTLY AVAILABLE FOR THIS REQUIREMENT. The Request for Proposal (RFP) will be available on or around January 16-19, 2018 and will be published on the FBO website at www.fbo.gov.

This is a pre-solicitation notice synopsizing an upcoming RFP solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Specialist will not be able to answer any questions pertaining to this notice until an RFP is issued. A Site Visit is not anticipated at this time. Questions resulting from the actual solicitation will only be answered if received by Request for Information (RFI) via email. It is the responsibility of the bidder to monitor and download amendments from FedBizOpps (FBO) which may be issued to the solicitation.

All interested SDVOSBs must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.; registered and viewable as a SDVOSB at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov/general_user/default.asp; and their Annual Representations and Certifications must be current and filed online and viewable through SAM.
