Justification for Brand Name Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 7, Birmingham VA Medical Center, 700 South
19th Street, Birmingham, AL 35233-1927
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Stryker stretchers are designed to reduce the physical strain on clinicians, drive efficiency, and enhance patient comfort. Options such as the Zoom- Motorized Drive System or Big Wheel Advanced Mobility make transporting heavy patients easier, while electric functionality allows patients to adjust their own position without calling a caregiver for assistance.
Stryker Prime Series stretchers have electric-powered base and litter option, stretcher exit system, integrated scale system, Power-washable design with 700 lb. capacity.
3. Unique characteristics that limit availability to only one brand, with the reason no other brands can be used:
The Stryker stretchers are replacing end-of-life stretchers, and are requested as a part of a facility-wide initiative to standardize stretchers with the Stryker brand, which provide efficiencies in maintenance and repairs, and the staff are already trained on their use.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted in the Veterans Information Pages (VIP), GSA Advantage, and the National Acquisition Center for sources that could provide this specific brand or similar items. There were other brands matching generic descriptions from multiple Veteran Owned Small Businesses, but no small businesses listed the Stryker brand. Communications with Stryker, revealed that Stryker is the sole manufacturer of the requested items, and only authorizes distribution of the requested items through three specific Service Disabled Veteran-Owned Small Businesses. All of the vendors are in VIP, but only two of the vendors have the applicable NAICS.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
