This solicitation includes . Accordingly, any contract resulting from this solicitation will include this clause. The contractor is advised in performing contract administration functions, the CO may use the services of a support contractor(s) retained by VA to assist in assessing the contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to contractor's offices where the contractor's business records or other proprietary data are retained and to review such business records regarding the contractor's compliance with this requirement. All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the contractor's business records or other proprietary data reviewed or obtained in the course of assisting the CO in assessing the contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the contractor to protect proprietary information as required by FAR 9.505-4, obtaining access to proprietary information, paragraph (b). The contractor is required to cooperate fully and make available any records as may be required to enable the CO to assess the contractor's compliance with the limitations on subcontracting or percentage of work performance requirement.

STATEMENT OF WORK
Inspection and Testing of the Electrical Power Distribution System
1.0 Introduction:
A. Contractor shall furnish all equipment, supervision, tools, travel, labor, and supplies to provide inspection and testing of electrical power distribution system as required by the Statement of Work.
B. This Statement of Work (SOW) describes the requirements for the inspection and testing of the Electrical Power Distribution System and all of its components at the Birmingham VA Medical Center.
C. This SOW describes the requirements for the Qualified Electrical Contractor Professionals – known as “Contractors” in this document, hereafter. Contractors who are contracted by VA Medical Center to perform inspection and testing of the Electrical Power Distribution System, and all its components shall meet all requirements stated in Section 2 of this SOW.
D. This SOW describes the requirements to conduct and establish inspection and testing reports.
E. Throughout this SOW the “COR” shall mean the Contracting Officer’s Technical Representative. The COR and VA Project Engineer terms are used interchangeably and are the same person.
2.0 Qualifications of Contractors:
A. Contractors shall be experienced Electrical Contractors, having properly trained and licensed permanent staff required to perform the proposed work. Electrical Contracting (i.e. the construction, repair, testing and inspection of industrial and commercial electrical distribution systems) shall be the primary interest/specialty of the Contractor’s business.
B. Contractors shall be certified by the InterNational Electrical Testing Association (NETA) or equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training.
C. Contractors shall have technical training and demonstrable track records of working experience in inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances.
D. Contractors shall have safety trainings – either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor’ Employer shall certify that he/she has met this requirement in writing, and submit it to the VA Contracting Officer prior to work.
E. Contractors shall have ready access to the latest versions of the following references:
1) NFPA 70, National Electrical Code.
2) NFPA 70B, Recommended Practice for Electrical Equipment Maintenance.
3) NFPA 70E, Standard for Electrical Safety for the Workplace.
4) NFPA 110, Standard for Emergency and Standby Power System.
5) OSHA Standard 29 CFR 1910, Subparts I & S.
6) InterNational Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications.
7) Operation manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers.

| F. | Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor shall provide documentation that all instruments, test equipment, tools and PPE have current calibration. Dated calibration labels shall be visible on all instruments, test equipment, tools and PPE as appropriate. |
| G. | Contractor shall provide CO and COR a copy of all contractor personnel qualification documents as required by contract prior to start of work. |
| 3.0 | Hours of Work: |
A. This contract work will be five (5) days per week, between the hours of 8:00 AM and 5:00 PM, Monday through Friday, Federal Holidays included. An extensive portion of the work for this project shall be conducted after normal working hours as required. This after hour / weekend work needs to be included in the Contractor’s Base Bid Proposal. Request for after normal working hours and weekend work must be submitted in writing. “Shut downs” require a prior ten working day notification.
4.0 Summary of Work:
A. The Contractor shall provide a proposed schedule with their bid proposal. The schedule shall be in the form of a progress chart of suitable scale to indicate the work scheduled for completion by any given date during the work period. The proposed schedule shall be reviewed by the VAMC Facilities Management Engineering Service; any requirements for adjusting the schedule (e.g. to minimize disruption to the VAMC) shall be incorporated by the Contractor.
B. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer, COR, and Chief of Facilities Management Engineering Service for immediate actions.
C. Work items, definitions, and references shall comply with the latest edition of the NETA – Maintenance Testing Specifications (MTS) and with the VHA Directive 1028, Electrical Power Distribution System. Below is a list of electrical equipment that shall be maintained and tested.
1. Switchgear and Switchboard Assemblies.
2. Transformers, Dry Type, Air-Cooled, Low-voltage, Small.
3. Transformers, Dry Type, Air-Cooled, Low-voltage, Large.
4. Transformers, Liquid-Filled.
5. Metal–Enclosed Busways.
6. Switches, Air, Low-Voltage.
7. Switches, Air, Medium-Voltage, Metal-Enclosed.
8. Circuit Breakers, Air, Insulated-Case/ Molded-Case.
9. Circuit Breakers, Air, Low-Voltage Power.
10. Circuit Breakers, Air, Medium-Voltage.
11. Protective Relays, Mechanical, and Solid State.
12. Protective Relays, Microprocessor Based.
13. Grounding Systems.
14. Ground-fault Protection Systems.

18. Infra-Red Scanning:
This work item must be done while the Electrical Power Distribution System is energized. Appropriate safety precautions must be taken before, during and after scanning the system:
1) Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers’ specifications.
D. Provide all supervision, labor, materials and supplies for testing and inspection of breakers, double-ended substations, batteries, motor control centers, switchboards, relays tripping devices, switchgear, MV Switchgear, MV Transformers, generators, and batteries. Perform infrared testing of all switchgear, substations, motor control centers, distribution transformers (dry and oil-filled), and generator switchgear. The following is a detailed description of the electrical equipment that requires testing / inspection located at Birmingham VA Medical Center (This list is not all inclusive):

E. Attachments. Government Furnished.
1. All Electrical Power Distribution System equipment as described in list above and shown on the Government Furnished Single Line and Electrical Power System Study to be maintained, inspected, and tested under this Scope of Work.
2. Single-line and other informational drawings of the Electrical Power Distribution System. These drawings are not certified as-built drawings.
3. Electrical Power System study information relevant to the scope of this effort, such as coordination study data, short-circuit analysis, arc-flash hazard analysis and available protective device setting information.
F. Infra-Red Scanning/Thermographic Survey shall be performed on all electrical equipment.
1. Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers’ specifications.
2. Note that since this work item must be done while the Electrical Power Distribution System is energized, appropriate safety precautions must be taken before, during and after scanning the system.
G. System Function Tests. Provide function test for all equipment listed in this Scope of Work.
H. Test Conditions.
1. After working hours for required testing need to be included in the contractor’s proposal.
2. All testing will be in accordance with NETA MTS 2015 Edition and all Safety Protocols as mentioned in 2F will be adhered to. All Substation Circuit Breaker Testing will be required exactly as indicated in section 7.6 of the NETA MTS 2015 Edition including all optional tests marked by an asterisk. Both primary current injection and trip unit secondary injection testing of all Substation Circuit Breakers will be included. Medium Voltage Equipment will be tested exactly as indicated in the NETA MTS 2015 Edition Standards.
5.0 DETAIL SUMMARY OF WORK: (Utilize ANSI NETA MTS latest edition as your source for all testing/inspection) A. Medium Voltage
1) Test all 15 KV cables for continuity.
2) Inspect the MV Circuit Breakers and Switches per ANSI NETA MTS.
3) Infra-red Imaging on 15kV switchgear
4) Check the Vacuum integrity as recommended by the manufacturer.
B. Liquid Immersed Transformers
1) Verify that there are no leaks. Examine all gaskets. No fluids oozing
2) No abnormal noise of vibration
3) Check insulation fluid for dielectric strength
4) Test for dissolved gases, moisture and solids. Gas Chromatograph is taken to establish a bench mark and compare with future samples.
5) Measure power factor of the insulating fluid, the power factor should generally be less than 0.5% at 25 degrees C.
6) Measure and record the insulation resistance of the windings. Use 1000-volt megger and Compare with the values recommended by the manufacturer.
7) Record position of no-load tap changer
8) Read and record liquid temperature gauge
9) Check liquid level gauge
10) Test and operate radiator fans
11) Visually check all connections for discoloration
12) Check vacuum pressure gauge
13) Visually check bushings, and surge arresters if provided.
14) Check transformer tank ground
15) Check radiator fins and fans and clean any debris
16) Check all valves and flanges.
17) Verify all control connections for tightness. Watch for any signs of discoloration.
C. Dry Type Transformers
a. Temperature measurements and record of temperature
b. Operation of ventilating fans
c. Cleaning all the ventilation louvers and external metal work
d. Thermographs
e. Insulation resistance of windings
f. Insulation resistance of all bus work
g. No load taps changer position and operation
h. Test all open switches
i. Infra-red testing
j. Vacuum the windings D. Low Voltage Switchgear
1) Conduct harmonic reading on all substations.
2) Look for dirt, grease, or other foreign material on all breaker parts.
3) Check insulating surfaces for conditions that could degrade the insulating properties, i.e., cracks, signs of overheating, tracking, black soot deposits that are indicative of arcing.
4) Check for loose control wiring.
5) Thermograph and infra-red testing
6) Check and lubricate primary disconnects. Inspect secondary disconnects.
7) Take and record current readings
8) Check draw out mechanism for smooth operation. Adjust according to manufacturer’s instructions
9) Operate the circuit breaker with charging handle and note its operation.
10) Close and trip operation of the breaker. Operation of the charging motor for electrically operated breakers
11) During the operation observe and record that all safety interlocks are working properly
12) Inspect arc chutes and contacts for excessive burning or breakage. Check the amount of contact depression or wipe when the breaker is closed. Measure contact resistance when closed with an ohmmeter. Compare with manufacture’s recommended values.
13) Check remote close operation of the breaker, for electrically operated breakers, if provided.
14) Examine the bus area, and cable connections for any signs of overheating or discoloration.
15) Check operation of space heaters, if provided
16) Check grounding connections
17) Verify that all accessories are working properly.
18) Slow close the breaker, while observing the action of the mechanism and contacts to judge the correctness of mechanical and contact relationships.
19) Maintain and recondition the breaker contacts. After a severe fault clearance, this inspection may be necessary.
20) High current testing Primary and Secondary Injection Testing on all breakers.
21) Infra-red testing E. Storage Batteries
1) Substation batteries are to be tested per ANSI NETA MTS latest edition.
F. Low Voltage MCC
1) Test Motor Control Centers per latest edition of ANSI NETA MTS.
2) Infra-red imaging on all MCC G. Emergency Generators
1) Visual and Mechanical Inspection
a. Inspect physical and mechanical condition.
b. Inspect anchorage, alignment, and grounding.
c. Prior to cleaning the unit, perform as-found tests.
d. Clean the unit.
e. Perform as-left tests.
2) Electrical and Mechanical Tests
a. Perform an insulation-resistance test on the generator winding-to-ground in accordance with ANSI/IEEE Standard 43. Calculate the polarization index.
b. Test protective relay devices in accordance with Section 7.9 of
ANSI NETA MTS.
c. Functionally test engine shutdown for low oil pressure, overtemperature, overspeed, and other protection features as applicable.
d. Perform vibration test for each main bearing cap.
e. Conduct performance test in accordance with ANSI/NFPA Standard 110.
f. Verify correct functioning of governor and regulator.
H. Automatic Transfer Switch
1) Visual and Mechanical Inspection
a. Inspect physical and mechanical condition.
b. Check for anchorage, alignment, grounding, and required clearances.
c. Verify that fuse sizes and types correspond to drawings.
d. Prior to cleaning the unit, perform as-found tests, if required.
e. Clean the unit.
f. Use appropriate lubrication on moving current-carrying parts and on moving and sliding surfaces.
g. Verify that manual transfer warnings are attached and visible.
h. Verify tightness of all control connections.
i. Inspect bolted electrical connections for high resistance using one of the following methods:
1. Use of a low-resistance ohmmeter in accordance with Section 7.22.3.2 of ANSI NETA MTS.
2. Verify tightness of accessible bolted electrical connections by calibrated torque-wrench method in accordance with manufacturer’s published data or Table 100.12 of ANSI NETA MTS.
3. Perform a thermographic survey in accordance with Section 9 of ANSI NETA MTS.
j. Perform manual transfer operation.
k. Verify positive mechanical interlocking between normal and alternate sources.
l. Perform as-left tests.
2) Conduct Electrical and Value Tests per the ANIS NETA MTS Section 7.22.3 Emergency Systems, Automatic Transfer Switches.
I. Capacitor Bank
1) Conduct Capacitor Bank Test
J. Circuit Breakers / Disconnects – (Per VA Furnished Single Line and Coordination Study)
1) Test/Inspect per ANSI NETA MTS Standards.
2) Infra-red testing.
6.0 FINAL REPORT:
A. Provide a complete written report of the work performed. Report shall be provided to the VA Contracting Officer Representative within 14 days of completion. Information shown in the report shall be as following:
1) Company’s name, addresses, telephone, & FAX numbers.
2) Name and signature of contractors who perform the inspection and testing, including Date and time of work.
3) VA Contract Number, name & number of VA Contracting Officer.
4) Copies of contractors’ valid licenses, professional and training certificates.
5) Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera.
6) Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested.
7) Descriptions of work items.
8) Test data.
9) Reference materials such as equipment manufacturer’s specifications, coordination study, etc.
10) Remarks on conditions of electrical equipment. List all deficiencies, if any.
11) Recommended corrective actions, if any.
B. Submit four (4) hard copies of the complete written report, and one (1) CD-ROM or DVD of the electronic version of the report in Microsoft Word format to the COR of Engineering Service within fourteen (14) calendar days of last visit. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods.
7.0 Contractor personnel security requirements
A. All contractor employees working on this requirement are required to complete mandatory annual training entitled, “VA Privacy and Information Security Awareness” and “HIPPA Training” prior to providing service for each year of the contract with copies sent to the COR for each and available for audit as requested. The course numbers are VA10203 and VA 10176.
You must select that you are a contractor. Contractor employees are to self-enroll into TMS via the link: https://www.tms.va.gov/learning/user/SelfRegistrationUserSelection.do B. ID badges shall always be worn while on the premises at Birmingham VAMC.
C. A VA employee will escort the contractor when contractor is required to enter/work in sensitive areas.
D. Taking of photographs on the premises is prohibited unless coordinated through the COR.
8.0 RECORDS MANAGEMENT
| A. | Contractor shall comply with all applicable records management laws and regulations, as well as National Archives and Records Administration (NARA) records policies, including but not limited to the Federal Records Act (44 U.S.C. chs. 21, 29, 31, 33), NARA regulations at 36 CFR Chapter XII Subchapter B, and those policies associated with the safeguarding of records covered by the Privacy Act of 1974 (5 U.S.C. 552a). These policies include the preservation of all records, regardless of form or characteristics, mode of transmission, or state of completion. |
| B. | In accordance with 36 CFR 1222.32, all data created for Government use and delivered to, or falling under the legal control of, the Government are Federal records subject to the provisions of 44 U.S.C. chapters 21, 29, 31, and 33, the Freedom of Information Act (FOIA) (5 U.S.C. 552), as amended, and the Privacy Act of 1974 (5 U.S.C. 552a), as amended and must be managed and scheduled for disposition only as permitted by statute or regulation. |
| C. | In accordance with 36 CFR 1222.32, Contractor shall maintain all records created for Government use or created in the course of performing the contract and/or delivered to, or under the legal control of the Government and must be managed in accordance with Federal law. Electronic records and associated metadata must be accompanied by sufficient technical documentation to permit understanding and use of the records and data. |
| D. | Birmingham VAMC and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Records may not be removed from the legal custody of Birmingham VAMC or destroyed except for in accordance with the provisions of the agency records schedules and with the written concurrence of the Head of the Contracting Activity. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. In the event of any unlawful or accidental removal, defacing, alteration, or destruction of records, Contractor must report to Birmingham VAMC. The agency must report promptly to NARA in accordance with 36 CFR 1230. |
| E. | The Contractor shall immediately notify the appropriate Contracting Officer upon discovery of any inadvertent or unauthorized disclosures of information, data, documentary materials, records or equipment. Disclosure of non-public information is limited to authorized personnel with a need-to-know as described in the contract. The Contractor shall ensure that the appropriate personnel, administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, documentary material, records and/or equipment is properly protected. The Contractor shall not remove material from Government facilities or systems, or facilities or systems operated or maintained on the Government’s behalf, without the express written permission of the Head of the Contracting Activity. When information, data, documentary material, records and/or equipment is no longer required, it shall be returned to Birmingham VAMC control or the Contractor must hold it until otherwise directed. Items returned to the Government shall be hand carried, mailed, emailed, or securely electronically transmitted to the Contracting Officer or address prescribed in the contract. Destruction of records is EXPRESSLY PROHIBITED unless in accordance with Paragraph D. |
| F. | The Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, contracts. The Contractor (and any sub-contractor) is required to abide by Government and Birmingham VAMC guidance for protecting sensitive, proprietary information, classified, and controlled unclassified information. |
| G. | The Contractor shall only use Government IT equipment for purposes specifically tied to or authorized by the contract and in accordance with Birmingham VAMC policy. |
| H. | The Contractor shall not create or maintain any records containing any non-public Birmingham VAMC information that are not specifically tied to or authorized by the contract. |
| I. | The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from public disclosure by an exemption to the Freedom of Information Act. |
| J. | The Birmingham VAMC owns the rights to all data and records produced as part of this contract. All deliverables under the contract are the property of the U.S. Government for which Birmingham VAMC shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Any Contractor rights in the data or deliverables must be identified as required by FAR 52.227-11 through FAR 52.227-20. |
| K. | Training. All Contractor employees assigned to this contract who create, work with, or otherwise handle records are required to take Birmingham VAMC-provided records management training. The Contractor is responsible for confirming training has been completed according to agency policies, including initial training and any annual or refresher training. |
9.0 IDENTIFICATION, PARKING, SMOKING, AND VA REGULATIONS:
The Contractor's FSE shall wear visible identification always while on the premises of the Birmingham VA Medical Center. Contractor shall only park in the appropriate designated parking areas. Information on parking is available from the Birmingham VAMC Police Section. Birmingham VAMC will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking is prohibited inside any buildings at Birmingham VAMC. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court.
10.0 OBTAINING A VA IDENTIFICATION BADGE:
Contractor shall contact the Contracting Officer’s Representative (COR) upon contract award, to receive instructions on how to obtain a VA Identification Badge during the performance of this contract.
11.0 PERIOD OF PERFORMANCE:
Contractor shall complete entire project in 270 Calendar Days after the NTP.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
