1. Section 1.2 B.2 Statement of Work/Salient Characteristics, Introduction
a. This VA will work with an authorized vendor to supply and deliver the item(s) identified in Table 1 below.
Question: Table is not found in this Solicitation. Table 1 was removed because the items needed are listed in the Price/Cost Schedule in section B.
2. Section 1.2 B.2 Statement of Work/Salient Characteristics, Introduction
a. Item(s) are to be delivered to the location specified in section V.
b. Question: Section V is not found in this Solicitation. Please clarify. See the address below.

3. Section 1.2 B.2 Statement of Work/Salient Characteristics, Delivery Schedule Question: The estimated delivery start date and delivery end date are not found in this solicitation. Please confirm the delivery start and end dates. After 12/1/2024 is preferred.
4. Section 1.2 B.2 Statement of Work/Salient Characteristics, Schedule and Order management
a. . Post-award the vendor will coordinate delivery prior to beginning any work (see section IV).
Question: The delivery schedule is not found above. Please provide the delivery schedule.. See previous question’s answer.
5. Section 1.2 B.2 Statement of Work/Salient Characteristics, Delivery and Receiving Q1. Please provide the address of the possible alternate delivery locations, if the above location is not the delivery location that will be utilized. The HCC campus will be the only delivery site.
Q2. If the alternate locations are not on the HCC Fredericksburg campus, please clarify the impact upon delivery of equipment to the installation location. The HCC campus will be the only delivery site.
6. Section 1.2 B.2 Statement of Work/Salient Characteristics, Warehouse Delivery Question: Please confirm if the patient monitoring equipment is to be delivered to the warehouse or to the HCC facility address noted on page 2 of the Solicitation. If monitoring equipment is required to deliver to the warehouse, please advise if VA / IRIS Solutions will deliver the equipment to the installation location or is the vendor expected to retrieve the equipment from the warehouse and transport to the installation location. The HCC campus will be the only delivery site.
7. Section 1.2 B.2 Statement of Work/Salient Characteristics, Deliverables, “The vendor shall provide CAD drawings (including shop drawings) and specifications for site prep for their product as required. AutoCad or Revit drawings are not a requirement of this SOW.”
Q1. Please confirm if the VA is requiring CAD files of the patient monitors and roll stands. No, it is only required if this is needed for the delivery and install preparation as clearly annotated in the paragraph.
Q2. If confirmed please verify if there is there an additional requirement? None for CAD drawings.
8. Section 1.2 B.2 Statement of Work/Salient Characteristics, Deliverables
a. Proposed installation date will occur after delivery of equipment. See current delivery schedule above.
Question: The current delivery schedule is not found in the Solicitation. Please confirm the proposed installation date and the delivery schedule. Please see question and answer above regarding this same question.
9. Section 1.2 B.2 Statement of Work/Salient Characteristics, Training Q1. Please clarify training needs: How many staff in total require clinical training? Please confirm all clinical staff can be trained on weekdays between 8am and 5pm. If off-shift training is needed, please clarify VA’s specific needs. We do not know this number yet as they are still hiring FTE. Plan on at least 5-10 personnel.
Q2. Clinical Support upon first patient use is not mentioned in the solicitation. Does VA expect clinical support during go live with first patient use? Not at this time. Install needs to be complete by first patient day. However, if there are problems with the devices, the warranty and any related install issues will be expected to be covered/resolved by the awarded vendor and/or manufacturer.
10. Section 1.2 B.2 Statement of Work/Salient Characteristics, Training
a. Current timeframe of training is November 2024.
Question: Please clarify the timeline as currently known. What date is currently planned for equipment delivery, equipment installation, technical go live, clinical training, and first patient use? Delivery is now expected after 12/1/2024 and training after 1/1/2025.
Note: If the timeline cannot be clarified or confirmed at this time, please be advised that a minimum of 12 weeks lead time is needed for resource acquisition and manufacturing lead times. Delivery is now expected after 12/1/2024 and training after 1/1/2025.
11. Section 1.2 B.2 Statement of Work/Salient Characteristics, Security and Confidentiality Question: We note that this solicitation requires the bedside monitor to have capability of being used as a standalone monitor or as a networked monitor. However, the solicitation is not clear of the proposed deployment model or the clinical use model.
They just want the MX450. These are supposed to be standalone because there will be another system that will be used that is networked.
We note the solicitation currently includes the bedside monitor and monitor components which are required for the monitor to operate as a standalone monitor. However, it does not include the required equipment (PIC iX System and Infrastructure) to utilize the monitor in a networked manner. This is going to be on a separate device that is being purchased separately.
We do acknowledge that the Philips Monitor can be initially configured to operate as a standalone monitor and with additional technical services, can be reconfigured at a later date to operate as a networked monitor when the PIC iX System is acquired or made available.
Please clarify the Network Connection requirement. These will not be networked.
Please provide the planned technical deployment model (standalone, networked). Standalone.
If a networked deployment model is planned, please provide the details indicating how the networking is to be achieved. These are not networked.
Please identify the location where each of the 5 Patient Monitors with Roll Stands are to be installed. These are going into the interventional radiology system.
Dataflow to the EMR is not referenced in the Solicitation. Please confirm if dataflow to the EMR is included in the scope of work. If it is included, please provide the SOW. This is not needed at this point.
12. Section 1.2 B.2 Statement of Work/Salient Characteristics, Salient Characteristics Under Salient Characteristics, CLIN 1: IR Physio Monitors, 4-wave, indicates the monitor is required to have capability to display up to 6 waves simultaneously and cites dimensions more closely aligned with the MX500. However, Section 1.3 B.3, Item 0001 names the MX450 monitor.
Please note:
The MX450 provides maximum monitoring capability of 4 waves.
The MX500 provides maximum monitoring capability of 6 waves.
Both the MX450 and MX500 can monitor 4 waves. Only the MX500 can support monitoring 6 waves.

Q1: Please clarify, does VA require the monitor to have maximum of 4 wave or 6 wave capability?
MX450 is what is expected. Not the MX500.
13. CLIN 3 Salient Characteristics indicates CO2 monitoring is required and implies understanding that Cardiac Output monitoring hardware is optional.
Question: Please confirm that VA does not require cardiac output hardware with this action. This is not needed.
14. Section 1.3 B.3 Price/Cost Schedule, 1.3.1, Item Information The SpO2 Adapter Cable and Blood Pressure Cable is noted on the item schedule. However, the SpO2 sensors and Blood Pressure Cuffs which are required components are not included.
Question: Please confirm VA is providing the SpO2 sensors and Blood Pressure Cuffs. VA will provide.
15. Section E – Solicitation Provisions, E.1 Instructions to Offerors – Commercial Items, Pricing
a. Pricing shall be submitted on Section B Price/Cost Schedule. The following fields require completion on the attachment.
