Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Due to multiple injuries occurring with EMTs attempting to transport patients into their homes with stairs two powered transport chairs are needed to ensure staff and patient safety. The Stryker Xpedition Chairs are the only powered transport chairs of their kind on the market with a 500lb capacity.

Estimated Amount: $29,185.40

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Two Stryker Xpedition chairs are needed, one for each ambulance truck. They will be used by paramedics when taking Veterans home and when stairs are required to get into the home. The Stryker Xpeditions are estimated to be used weekly if not daily. The Stryker Xpedition is primarily designed to be used by EMT’s for transportation into a home or out of a home with the power capabilities to go up the stairs. This device helps to ensure patient safety and EMT safety during transport for multiple reasons including the patient containment system (which ensures that the patient is properly restrained), lights to ensure visibility in the dark if needed, and due to its powered track it increases efficiency and comfort for staff.

4. Description of market research conducted and results or statement why it was not conducted:

Stryker Sales LLC is the OEM (Original Equipment Manufacturer) of these chairs and also has these items available via NAC contract. There are other chairs that are similar on the market but they do not have the 500lb weight capacity that the Stryker Xpedition has as well as all the safety components for both the patient and the EMT.
