B.3 STATEMENT OF WORK

Fire System Programming/Re-programming of Life Safety Devices Veterans Affairs Medical Center (RICVAMC) Richmond, VA 243249

SCOPE

There are currently 51 Fire alarm Control Panels (FACP) The Contractor shall provide all labor, parts, personnel, equipment, tools, materials, supervision and other items and services necessary to provide fire system programming services as needed. Vendor will respond and be onsite ready to deliver services at the “requested service time”. The Contractor shall keep a stock of spare parts on site to ensure immediate repairs and deficiency corrections.

A. GOVERNMENT PROVIDED TOOLS, MATERIALS AND EQUIPMENT.

The Federal Government will not provide any tools, parts, materials, and equipment. This is a turn-key project with the vendor providing all necessary tools, parts, materials, and equipment.

B. MAINTENANCE CONFORMANCE STANDARDS.

Manufacturer’s specifications, Association for the Advancement of Medical Instrumentation (AAMI), The Joint Commission ( TJC), National Fire Protection Agency 99 (NFPA 99) and 70 (NFPA 70), Center for Device and Radiological Health (CDRH), Original Equipment Manufacturer (OEM), American Hospital Association (AHA), Institute of Electrical And Electronic Engineers (IEEE), Occupational Safety and Health Administration (OSHA), College of American Pathologists (CAP), Richmond VAMC standard operating procedures, and any other Federal, State, and Local regulations pertaining to the equipment listed for this contract. All maintenance shall be conducted according to the most current editions of the above-mentioned codes.

C. SPECIFIC TASKS.

The Vendor will provide the following services:

(a) One technician on-site three days per week (8 hours/day), Monday, Wednesday, and Friday, to program/ re-program life safety devices, test, repair, and correct any RICVAMC fire alarm system issues, as required.

(b) Emergency service is included for evening, weekend, non-scheduled workdays, and holiday emergencies. Ground faults shall be considered as an emergency service and shall be considered a high priority.

(c) All technicians working on RICVAMC fire alarm system MUST have the Fire Alarm-Engineering Systems Technology (EST) 3 Series Certification (also known as EST3 Series Certification) and be knowledge about the Fireworks V1.1.71 software.

(d) Vendor will respond via telephone to emergency calls within 2 hours to notify the Engineering point of contact of expected arrival to correct emergency. Arrival time shall be within 8 hours of initial notification.

(e) Main building 500- 2 million sq ft. with outer buildings spread throughout 91 acres of land - 51 fire alarm panels.

D. SPECIAL CONTRACT REQUIREMENTS

1. HOURS OF OPERATION

The services covered by this contract shall be furnished by the contractor as defined herein. There shall be one mandatory weekend per year (16hrs). for Elevator Re Call testing. This will be scheduled between the Contract Officer Representative and the contactor. The contractor shall not be required, except in case of emergency, to furnish such services on Federal Holidays or during off duty hours. Normal working hours are Monday through Friday, 8:00am – 4:30pm, excluding federal holidays.

Any other day specifically declared by the President of the United States to be a federal holiday. When one of the holidays falls on Sunday, the following Monday shall be observed as a Federal Holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday.

2. BACKGROUND INVESTIGATIONS

A full background check is not required for this position; however, all contract employees must bring photo identification and advance notice from the requiring service to obtain a VA Badge to work on a VA Facility. The Richmond VA Police will issue an ID badge, which needs to be presented by contractor’s employee at the VA entrance security check points.

3. BILLING AND PAYMENT

The contractor shall submit payment requests in electronic form via VA’s Electronic Invoice Presentment and Payment System http://www.fsc.va.gov/fsc/einvoice.asp.

Invoices shall be submitted in arrears. The following information must be included on all submitted invoices. Invoices submitted without the following information may be rejected for payment. Invoices shall include at a minimum:

5. REPORTING REQUIREMENTS:

Contractor shall be required to report to the Safety Office to check in upon arrival. Contractor shall discuss daily work assignments with the Occupational Health Life Safety Specialist and/or Safety Manager. This check in is mandatory.

6. QUALITY ASSURANCE SURVEILLANCE PROGRAM (QASP):

· Contractor’s performance shall be monitored as follows:

· Fire Alarm panels and monitoring stations located in RICVAMC are returned to normal operations from “troubled or alarm” status.

· Total system failure of the EST-3 Fireworks package shall be resolved within 24hrs.

· Ground faults shall be repaired within 8 hrs.

· Contractor shall check in with Safety within 15 minutes of arrival.

Contractor shall submit a written or verbal report to the safety office upon completion of the work.

7. CONTRACT ADMINSTRATION

Notwithstanding the Contractor's responsibility for total management during the performance of this contract, the administration of the contract will require maximum coordination between the Government and the Contractor.

The Contracting Officer is the only person authorized to approve changes or modify any of the requirements of this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments or issue changes that shall affect price, quantity, or quality of performance of this contract.

In the event the contractor effects any such change at the direction of any person other than the contracting officer without authority, no adjustment shall be made in the contract price to cover an increase in costs incurred as a result thereof.

B. CONTRACTOR EMPLOYEES

Upon award, the CO shall provide the contractor with detailed instructions on fulfilling security requirements.

All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the Governmental installation shall abide by all security instructions and directives of the Department of Veteran Affairs. Employees are responsible for safeguarding all Government property provided for contractor use.

The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Investigation (CBI).

Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this requirement. Furthermore, nothing in this requirement shall excuse the contractor from proceeding with the contract as required.

E. VAMC SMOKE FREE POLICY

In striving to provide a healthy and safe environment at our facilities, VHA is implementing a smoke-free policy for all VHA health care facilities and property assigned to VHA that is under the charge and control of VA.

Under VHA Directive 1085, all VHA health care facilities (including CBOCs and HCCs) will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019.The policy applies to cigarettes, cigars, pipes, or any other combustion of tobacco, including but not limited to electronic or e-cigarettes, vape pens or e-cigars.

Although VA has historically permitted smoking in designated areas, there is growing evidence that smoking and exposure to secondhand and thirdhand smoke creates significant medical risks, and risks to safety and direct patient care that are inconsistent with medical requirements and limitations.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. C.3 VAAR 852.232-72 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (NOV 2018)

(a) Definitions. As used in this clause—

(1) Contract financing payment has the meaning given in FAR 32.001;

(2) Designated agency office means the office designated by the purchase order, agreement, or contract to first receive and review invoices. This office can be contractually designated as the receiving entity. This office may be different from the office issuing the payment;

(3) Electronic form means an automated system transmitting information electronically according to the accepted electronic data transmission methods and formats identified in paragraph (c) of this clause. Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests;

(4) Invoice payment has the meaning given in FAR 32.001; and

(5) Payment request means any request for contract financing payment or invoice payment submitted by the contractor under this contract.

(b) Electronic payment requests. Except as provided in paragraph (e) of this clause, the contractor shall submit payment requests in electronic form. Purchases paid with a Government-wide commercial purchase card are considered to be an electronic transaction for purposes of this rule, and therefore no additional electronic invoice submission is required.

(c) Data transmission. A contractor must ensure that the data transmission method and format are through one of the following:

(1) VA’s Electronic Invoice Presentment and Payment System at the current website address provided in the contract.

(2) Any system that conforms to the X12 electronic data interchange (EDI) formats established by the Accredited Standards Center (ASC) and chartered by the American National Standards Institute (ANSI).

(d) Invoice requirements. Invoices shall comply with FAR 32.905.

(e) Exceptions. If, based on one of the circumstances in this paragraph (e), the Contracting Officer directs that payment requests be made by mail, the Contractor shall submit payment requests by mail through the United States Postal Service to the designated agency office. Submission of payment requests by mail may be required for—

(1) Awards made to foreign vendors for work performed outside the United States;

(2) Classified contracts or purchases when electronic submission and processing of payment requests could compromise the safeguarding of classified or privacy information;

(3) Contracts awarded by contracting officers in the conduct of emergency operations, such as responses to national emergencies;

(4) Solicitations or contracts in which the designated agency office is a VA entity other than the VA Financial Services Center in Austin, Texas; or

(5) Solicitations or contracts in which the VA designated agency office does not have electronic invoicing capability as described above.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. SECTION E - SOLICITATION PROVISIONS

E.1 INSTRUCTION TO OFFERORS

Note that FAR Subpart 13.5 Simplified Acquisitions Procedures for Certain Commercial Items procedures will be used. This authorizes the use of simplified procedures for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $7 million ($13 million for acquisitions as described in 13.500(c)), including options, if the contracting officer reasonably expects, based on the nature of the supplies or services sought, and on market research, that quotes will include only commercial items.

The purpose of simplified procedures is to vest contracting officers with additional procedural, discretion and flexibility, so that commercial item acquisitions in this dollar range may be solicited, quoted, evaluated, and awarded in a simplified manner that maximizes efficiency and economy and minimizes burden and administrative costs for both the Government and industry (10 U.S.C. 2304(g) and 2305 and 41 U.S.C. 3305, 3306, and chapter 37, Awarding of Contracts.

1.0 SITE VISIT

Quoters are encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost and/or the contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

A site visit will be scheduled for Wednesday Monday 22 January 2024 @ 1000 AM at Hunter Holmes McGuire VAMC, 1201 Broad Rock. Richmond Virginia 23249. Email and advise Warren Pennil of your intent to attend no later than Friday, 19 January 2024 @ 12:00 PM. warren.pennil@va.gov

2.0 QUOTE SUBMISSION

Quoters shall submit their quote via email to Warren A. Pennil at warren.pennil@va.gov by 12:00 PM, EST, Friday Jan 26, 2024. Quotes shall be assembled by the following Sections; each section shall be easily identified.

Section A - Quote Form (Standard Form 1449) Signed and dated, include the North American Industry Classification System (NAICS) code and small business size standard in Block 10. Data Universal Numbering System (DUNS) Number shall be entered in the block with the Quoters name and address.

Section B – Pricing Pricing shall be submitted as requested in the Schedule of Services. Total price will be evaluated by the Government. Proposed price should reflect a clear understanding of the requirements and is consistent with the various elements of the quote.

Section C– Quoters Representations and Certifications A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the quoter shall complete electronically). A quoter shall complete only paragraph (b) of this provision if the quoter has completed the annual representations and certifications electronically at SAM.gov | Home.

All Quoters shall be registered and current in the System for Award Management (SAM) database at time of award. They Also must be registered for the NAICS code of this RFQ.

Section D – Technical/Management Approach Quoters shall submit a quote that addresses all aspects of the Statement Of Work (SOW).

The quoter shall identify any subcontractors proposed under this solicitation. All technical elements applicable to the utilization of subcontractors must be addressed in the technical quote and detail provided.

Fire Alarm Engineering Systems Technology (EST) 3 certification is need for the technician performing work on the system.

The technical quote should be as detailed as necessary to fully explain the proposed methods and rationale; it should reflect a clear understanding of the nature of the work being undertaken. The technical quote shall include information on how the project is to be organized, staffed, and managed.

Section E – Past Performance Identify all federal, state, and local government contracts as well as any private/commercial contracts of similar scope, size, complexity that are ongoing or have been completed within the last three years. List the following information for each contract:

. Company Name and Address . Description of Services Performed . Name, Telephone Number and Email Address of Responsible individuals who have first-hand knowledge of performance relative to similar type of services . Dates of Contract Performance . Contract Type (e.g. fixed-price, cost reimbursable) and total contract value

Failure to submit a complete proposal may result in an unacceptable determination.

3.0 AWARD BASIS

The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. The Government will evaluate technical capabilities, past performance, and price.

Following receipt of quotes, the Government will perform an evaluation of the services quoted in accordance with FAR 13.106-2(b)(3) and award to the Quote that represents the best value.

Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote.
