1) Please clarify that each CLIN 1, 3, and 4 is for 12 Months with the UNIT being MO, not JOB

a. CLIN 0001 Monthly monitoring bacteria – monthly

b. CLIN 0003 Endotoxin monitoring – monthly when persistent increased microbial levels are detected and/or when modifications or repairs of the water treatment systems are performed. We have had high levels at several locations since the directive became effective and it has been monthly thus far.

c. CLIN 0004 Total Organic Carbon – monthly as long as high levels are detected. We have detected high levels since the VHA Directive became effective so they have been conducted monthly thus far.

2) Please clarify that CLIN 2 is for 1 Year with the UNIT being YR, not JOB

a. CLIN 0002 – Yes, this is an annual requirement.

3) On page 10 of the RFQ, please clarify what is meant by 1 duplicate for CLINs 001, 002, 004. Is the VA requesting that 17 total bacteria samples be collected and tested each month or only a total of 16?

a. The list of sampling sites has been amended since the original package was submitted. These changes were requested following recent meeting with the VISN Headquarters. The monthly total of bacteria samples needed is 27 (twenty seven).

4) On page 12 of the RFQ, the statements regarding Engineering Service Reports appear to be related to maintenance on equipment. Recommend this be removed from this RFQ.

a. The monthly monitoring CLINs (0001, 0003, and 0004) requires a report of findings since it also includes field readings of ph and conductivity.

5) On page 13 and 14 of the RFQ, section 13 and 14 appear to be related to maintenance on equipment and not water testing. Recommend this be removed from this RFQ.

6) On page 15 of the RFQ, section 17 appears to be related to maintenance on equipment and not water testing. Recommend this be removed from this RFQ.

7) On page 34/35 of the RFQ, there is a statement “The operational plan shall address and identify how the quoter will meet the requirements of each section of the PWS, including meeting the requirement of laboratory testing within 8 hours of sampling or under certain conditions, within 24 hours.” Water samples for microbiological testing must be plated and inoculated within 24 hours of sample collection. Recommend revise this to read: “The operational plan shall address and identify how the quoter will meet the requirements of each section of the PWS, including meeting the requirement of laboratory testing within 24 hours of sampling.” This allows ample time for the collection and transportation logistics to the CDC ELITE laboratory.
