Questions For Asphalt Patching:

1. Please see below. We need the VA to specify a pavement section (depths of Asphalt layers).

Also confirm that the minimum depth from the asphalt surface is 10”. Will we be paid for additional undercut below 10”? How will this be quantified?

The VA does not have a means to determine where and how much undercut will be necessary as part of this project and relies on bidders to perform all information gathering they feel is necessary during the proposal acceptance period. Bidders should estimate how much undercutting they think will be necessary and then provide a proposed cost based on their best estimate of how much the work will cost for them to perform.

2. Please confirm the work hours. Are nights and weekends. Asphalt plants aren’t usually open at night, or on weekends. We could possibly pay them a substantial fee to open for the small amounts shown in the patches, but this will be very expensive. Project is written up as nights and weekends. If a Daytime Work plan can be executed with minimal effect on traffic and a Traffic Control Plan to allow vehicular traffic to pass on one lane and conform to the requirements of the MUTCD- Part 6; Temporary traffic control and Approved by the VA Police and FMS Management and VA Safety then we can consider some daytime work if needed.

3. 31 20 11 1.4 Is the excavation classified or unclassified? Unclassified

4. Is any curb or other concrete replacement included in this project? No Concrete or Curbs to be replaced

5. Are we to restore the striping to existing condition? No Striping to be done

6. The SDVOSB is required to perform 25% of the work, not including project management.

The new NAICS code for this project will be 236220- Commercial and Institutional Building Construction, bringing the percentage of work needing to be performed by the contractor to 15%.

7. Due to asphalt plants not wanting to run at night or on weekend for the smaller quantities, would it be possible to work during normal hours? See Question 2

8. Can asphalt millings be spread onto the contractors lay down lot? No. Contractor needs to dispose off-site. Spec. 01 74 19 Construction Waste Management

9. Would you consider electronic/digital bid submission only and dropping the requirement for one hard copy?
