1. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a separate written solicitation will not be issued.

1. This solicitation is issued as a Request for Quote (RFQ). Submit written quotes referencing RFQ 36C24621Q0372.

1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular- 2021-05 dated 03/10/2021.

1. Any amendments issued to this solicitation will ONLY be available on the Contract Opportunities website (beta.SAM.gov).

The Network Contracting Office (NCO) 6 – Regional Procurement Office (RPO) EAST intends to award a firm-fixed price contract for the brand-name only SlideMate Pro Slide Printer and PrintMate AS450 Cassette Printer to the Salem VA Medical Center in Salem, VA 24153.

1. The North American Industrial Classification System (NAICS) code for this procurement is 334516 with a business size standard of 1000 Employees. This procurement is Small Business award to and for all eligible offerors may submit quotes.

1. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov).

1. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications.

1. The Government will award a contract resulting from this RFQ to the responsible offeror whose quote represents the lowest price technically acceptable for the government. Quotes are due by 10:00AM EST on Friday, March 19, 2021. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via email to ruth.morris@va.gov.

1. All questions pertaining to this RFQ, are due by 09:00AM EST on Thursday, March 18, 2021; and must be submitted via emailed to ruth.morris@va.gov.

Gray Market Prevention Language:

(a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA Medical Centers. No remanufactures or gray market items will be acceptable.

(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.

(c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the Vendor to replace, at no cost to the government.

Evaluation Criteria:

The government will award a firm-fixed price purchase order to the vendor whose quotation represents the lowest price while meeting the government’s technical acceptability. The Government intends to make an award based on the initial quotations.

Justification for Brand Name Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Salem VA Medical Center, 1970 Roanoke Blvd, Salem VA 24153 Purchase Request Number: 658-21-1-537-0039 and 658-21-2-537-0097

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The SlideMate Pro Slide and the Printmate AS450 Cassette Printer is designed specifically to promotes single workflow through unique features for on demand printing.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Salem VA Medical Center Pathology Laboratory Department has a brand name request to procure (2) SlideMate Pro Slide Printer and (1) PrintMate AS450 Cassette Printer. The SlideMate Pro thermal transfer microscope slide printer is a smart solution with flexible configuration options to match laboratory’s needs. Salem VAMC current Pro Slide Printers is inoperable and has reached and exceeded its life expectancy. The Pro Slide Printer and the AS450 Cassette is needed, required and only printer compatible to integrate and connect with the current software package in the laboratory technology existing system. Procuring a different product would not allow the system to communication with the existing printer devices. The Laboratory department is familiar with the operation and maintenance of the printer devices. It is in the best interest of the medical center to have standard equipment to reduce the potential operational errors between labs and to ensure patient safety. Based on facility needs and existing conditions, like or similar items will not suffice.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by querying the VIP website under Keyword SlideMate Pro-Slide Printer” revealed 65 vendors; 59 SDVOSBs and 6 VOSBs. Also, VIP search conducted on 02/11/2021 utilizing NAICS 334516 and Key Words “PrintMate Cassette Printer “revealed 58 vendors, 45 SDVOSBs and 13 VOSBs. Although multiple vendors were located, this brand is required and preferred to keep the process standardized.

A Source Sought Notice was issued on Contract Opportunities (36C24621Q0230) from 01/08/2021 to 01/14/2021 and (36C24621Q0305) from 02/08/2021 to 02/11/2021. The following vendors expressed interest: (5 SDVOSB) AvMedical, LLC (DUNS: 116922420), Aviate, Inc (DUNS: 079613350), GeoMed, LLC (DUNS: 166569850), TrillaMed, LLC (DUNS: 828126321), Veteran Healthcare Supply Solutions (DUNS: 964899483) and Franklin Young International (DUNS: 113785385).

FPDS query search using Keyword “SlideMate Printer” under Department of Veteran Affairs; revealed 06 suitable purchase orders that were used for market research. SBA Dynamic Small Business Search (DSBS) using NAICS 334516 and keyword “SlideMate Printer and AS40 Cassette Printer” revealed no potential vendor. GSA eLibrary search using keyword “SlideMate Printer and Pro Slide Printer and AS40 Cassette Printer” yielded no potential contractors.

GSA Advantage searched using keyword “SlideMate Printer” revealed no potential vendors; additional searched using keyword “PrintMate Cassette Printer” revealed (3) possible sources; Fisher Scientific Company, LLC GS-07F-161BA expires 03/23/2024; Government Scientific Source, Inc GS-07F-5934R expires 07/14/2025; and Franklin Young International, Inc GS-07F-0636W, expires 09/09/2025. SAC and NAC websites each provided no exact 2237 items. SBA search was used with NAICS 334516 to reveal the size standard as 1000 Employees.

The SlideMate PRO SLIDE PRINTER in need for this procurement (OEM) is Richard-Allan Scientific, Inc; (Large Business DUN: 929504710). The authorized distributor/reseller for Richard-Allan Scientific, Inc is (Fisher Healthcare Large Business DUN: 073737822). Fisher Healthcare has identified (5) SDVOSB authorized resellers/distributors: Veteran Healthcare Supply Solutions (VHSS), Franklin Young International, Trillamed LLC, Bronze Star LLC, and Geo-Med.

The Contracting Officer has determined there are several SDVOSBs vendors capable of providing the required equipment and is expected to receive a price to be a fair and reasonable from SDVOSB. It is in the government’s best interest to set-aside this solicitation to the capable SDVOSB; resulting in an award via Open Market, Firm-Fixed Price IAW VAAR 819.7005 and FAR Part 13. Award will be firm fixed price to the lowest submission for brand name equipment.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
