Text version
1. Will there be a formal site visit or will site visits be allowed?
Site Visit is allowed and encouraged to verify tank size and condition of the pad. Please contract POC (see question 7).
2. What is the current Contract Number please?
VA24615D0100
3. What is the size of the MAIN Tank?
2850-gallon tank (owned by Airgas)
4. What is the size of the reserve Tank?
The capacity of the reserve tank is 501 gallons
5. What is the estimated annual usage per 100/CCF?
60,000 Gallon annual usage not sure of the conversion from 60,000 gallons to 100/CCF
6. When is the RFQ scheduled to post?
It is posted and closes 12/31/2021
7. The PRESOL urges vendors to conduct a site visit, are these coordinated individually or is there going to be a scheduled visit?
Contact: Hasan, Melvin "Rashad" Melvin.Hasan@va.gov 757 722 9961 x 7204
8. Who is the POC and Contact information? See answer to question 7.
9. Please review the SOW in the PRESOL - 6.5. this requirement should be within 24 Hours – no credible vendor can dispatch a vehicle, fill it, allow it to cool prior to transport, and physically drive this distance. NOTE: A call back from the Vendor and delivery within 24 hours (authorized Emergency by the COR).
See modification to address this issue.
10. Does the GOV know what size tank the GOV provided pad is rated for?
We do not know what the pad is rated for so a site visit will help you determine that answer.
11. The First few sentences of Page 8 para 6.5 are not sustainable.
6.5. Emergency delivery and/or repairs will be provided within 2 hours after receipt of Government notification. Contractor must respond to the facility by either telephone or email within one hour to confirm receipt of emergency notification to ascertain the nature of the emergency. Emergency status is determined by the Government when conditions warrant, such as an actuated main bulk tank low level alarm, imminent alarm condition, or system leak.
I am modifying the RFQ to read as follows:
vendor will respond to the GOV within 2 hours and deliver within (24) hours
12. Could you please provide the GOV’s rationale for having CLINs 0005, 1005, 2005, 3005, & 4005 for:
The GOV is asking an offeror to price Tank Removal (a single event) (5) times across a Base Plus (4) Option award. Recommend this CLIN be depicted once in Option Year (4), so as not to skew price reasonableness?
I don’t know if the options will be exercised so if the contract ends after option year 1 then that would be the price to remove the tanks. If I put tank removal only in option year 4 and we don’t get to option year 4 the cost of tank removal would not be in the current contract. It doesn’t skew the price because everyone will submit the cost for each option.
