This is a SOURCES SOUGHT announcement only. The Department of Veterans Affairs Medical Center, on behalf of the Durham VA Medical Center is conducting market research through this Sources Sought Notice to seek commercially available sources capable of providing Gas and Vent Line Repair services
The Veterans Administration is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for Full and Open Competition After Exclusion of sources business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to quotation.
The North American Industry Classification System (NAICS) Code for this acquisition is 237120 and the PSC Classification code is J045. All information is to be submitted at no cost or obligation to the Government.

Interested parties should submit with their response the following information: Company information including point of contact; DUN#; business size and economic category (example: SDVOSB, VOSB, WOSB, SB); and if your company is an authorized distributor for the manufacturer - provide a letter from the manufacturer that confirms your status as an authorized distributor. If interested party has an FSS contract - please include contract number, and whether the equipment is on the contract.
The capability statements received from this market research are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not answer questions concerning this market research. PERFORMANCE WORK STATEMENT
Gas and Vent Lines repairs
PART A – SCOPE OF WORK
1. The objective of this project is to replace rusted section of the 4” Gas line and 30’ section of the 1.25’ gas vent line. The project is located at Bldg. 1, Room CB016, 508 Fulton Street in Durham, NC.
2. Hours of Operation: Hours of Operation: Services shall be performed on weekend hours between 7:30 a.m. through 4:00 p.m. This work will require a gas shutdown. Contractor shall provide shutdown request three weeks in advance of shutdown. All work to be coordinated around an operational medical center as to minimize impact to patient care.
3. Gas and Vent line repair:
· Replaced the following gas line and remove/replace the rusted section 4” gas line.
· Isolate section of damaged pipe and purge natural gas with nitrogen
· Replace rusted 4”, 90-degree elbow and 4” pipe
· Leak test to ensure weld quality.
· Repaint newly install materials yellow and install directional labels .
· Replace approximately 30’ section of rusted 1.25” gas vent line.
· Remove and replace rusted portion of the line from exterior wall to first coupling. (approximately 30’)
· Penetrate exterior wall and terminate vent line vertically.
· Repaint newly installed materials yellow and install directional labels.
· The contractor shall remove all demolition material from VA property and perform site housekeeping to leave the work area in a clean and safe condition throughout the work and at completion of the work. Waste disposal in landfills shall be minimized to the greatest extent possible. Metal waste products such as steel, wire, copper, etc., shall be diverted from landfills and shall be recycled. At project completion, the contractor shall provide the COR documentation identifying the receiving parties, dates removed, and weight tickets generated from construction waste.
· Installation shall be IAW the manufacturer’s directives.
· The welder shall be an American Welding Society (AWS), American Society of Mechanical Engineers (ASME) or The American Petroleum Institute (API) certified welder and shall provide a current certificate with RFQ.
4. The vendor’s employees shall not enter the work site without appropriate identification. They may also be subject to inspection of their personal effects when entering or leaving the project site.
5. Execute work to interfere as little as possible with normal functioning of the hospital including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied jointly by patients or medical personnel, and Contractor’s personnel, except as permitted by COR where required by limited working space.
6. No utility service such as water, gas, steam sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of COR. The vendor shall submit a request to interrupt any such services to COR, in writing, 21-days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
7. VA reserves the right to close or shut down the project site and order the vendor’s employees off the premises in the event of a national emergency. The vendor may return to the site only with the written approval of the Contracting Officer.
8. Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces in accordance with NFPA 241.
9. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with COR.
10. Hot Work: Perform and safeguard hot work operations in accordance with NFPA 241 and NFPA 51B. Obtain daily permits from Engineering Safety Manager at least 24-hours in advance.
11. All buildings shall be occupied during performance of work. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations shall not be hindered. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations shall continue during the installation period.
12. The contractor shall maintain neat and orderly work areas and shall clean area of debris and rubbish daily and dispose of waste materials offsite per hospital policies. The contractor shall provide a dumpster if it is determined to be necessary and shall work with the COR in advance for a spot-on site to establish the dumpster. The contractor is required to remove and properly dispose of all material removed during this project.
13. All work shall be performed in full accordance with applicable local and Federal regulations. All materials and installation shall conform to the recommendations of National Fire Protection Association (NFPA), plumbing and mechanical codes. No departures from specification requirements shall be permitted without written approval. The Supplier shall use good safety practices while working. All hardware should be installed in such a manner to minimize damage and maximize patient and employee safety.
14. New work shall be installed and connected to existing work neatly, safely and professionally. Disturbed or damaged work shall be replaced or repaired to its prior conditions.
15. All items furnished shall be free from defects that would adversely affect the performance, maintainability and appearance of individual components and overall assembly.
16. Where the Government determines that the vendor has installed equipment not conveniently accessible for operation and maintenance, equipment shall be removed, and reinstalled or remedial action performed as directed at no additional cost to the Government.
17. Contractors, contractor personnel, subcontractors and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security.
18. All contractor and sub-contractor personnel shall have completed tuberculosis skin test within the past year and provide documentation to the COR prior to performing any work at the VA facility. The contractor shall be issued temporary construction badges each day work is performed and must be returned at the end of each work day. All contractors shall wear badges so that the badges are easily viewed always while on-site. Contractor shall notify the COR immediately of any lost badges. Contractor and all their employees shall report to the safety office to receive safety training prior to working on site. Contractors will be issued a short-term parking pass. Contractor shall provide a valid driver’s license, license plate number and signed copy of their contract. “OSHA 10-hour training is required for all workers on site and the OSHA 30-hour training is required for Trade Competent Persons (CPS).”
19. Installation Duration: Contractor shall complete this project NLT than 20-days after issue of notice to proceed (NTP).
20. The contractor is required to notify the COR, Michael Motley (757 633-4572), upon arrival and departure of personnel at the work site every day work is performed during the execution of this project.
21. All work to be performed for this project must meet all National Fire Protection (NFPA); National Electric Code (NEC); National Electrical Manufacturers Association (NEMA); Energy Independence and Security Act of 2007 (EISA 2007); Underwriters Laboratory, Inc. (UL); Federal, State, and Local regulations and codes; and JCAHO standards and guidelines.
22. Installation Requirements: Competent, experienced, licensed or certified workers shall perform crafts requiring specialized skills. Contractor personnel working with refrigerants at the Durham VA must possess Universal Certification IAW Environmental Protection Agency (EPA) regulations (40 CFR Part 82, Subpart F) under Section 608 of the Clean Air Act. Additionally, refrigerant recovery equipment must be equipped with low-loss fittings on all hoses. All work shall be performed in full accordance with applicable local and Federal regulations. All equipment and installation shall conform to the VA master specifications. All equipment and installation shall conform to the recommendations of the National Fire Protection Association (NFPA), including the National Electrical Code (NEC). The Supplier shall use good safety practices while working. All hardware should be installed in such a manner to minimize damage and maximize patient and employee safety. All equipment and procedures shall conform to OSHA, NEMA, and ANSI Standards and conform to the Standard Building Code and the Standard Mechanical Code. All installations for the Durham VA Health Care System shall conform to VAR and FAR standards. Interruption of service shall be planned and minimal to all mechanical and electrical services to the building. Repairs shall be performed in accordance with industry standards and manufacturer’s recommendations.
