Tiera Clark Contracting Officer Questions and Answers Q1: I have been looking at the pre-solicitation and the solicitation notice. The pre-solicitation states semi-annual boiler inspections. Nothing about testing and calibrating the burner and safety controls. They are two totally different inspections. The solicitation states burner adjustments, boiler controls, instruments, Feedwater deaerator and condensate storage tank water level controllers including overflow, All pressure and temperature sensors and transmitters, all signal processing and readout devices, Steam flow transmitters (all), Steam flow recorders/computer readout. Calibrate and inspect. Can you clarify which one you are looking for?

A1: We are looking for all the Semiannual boiler safety device testing to be done IAW the VHA Boiler Plant Safety Device Testing Manual 5th edition.

Q2: How many boilers are there?

A2: Two 800 HP/ 27,600 lb/hr Superior Fire Tube boilers with power flame burners

Q3: What kind of combustion controls are on the boilers?

A3: Preferred Instruments combustion controls

Q4: Will a site visit be conducted?

A4: Yes, a site visit has been included. Please Instructions to Offeror, Section C – Site Visit for all information.

A.1 INSTRUCTIONS TO OFFERORS

INSTRUCTIONS TO OFFERORS

FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES

Note that FAR Part 13 Simplified Acquisitions Procedures for Certain Commercial items procedures will be used. A contractor may be eliminated from consideration without further exchanges if technical and/or pricing quotes are not among those Offerors considered most advantageous to the Government based on a best value determination.

A. Submission of Quotes

1. Quotes shall be based on requirements contained in the Statement of Work (SOW).

Quotes shall include:

a. Quote Form (Standard Form 1449) – Original Signature and Date, Contract Administration Data, DUNS Number, Acknowledgement of Solicitation Amendments.

b. A completed price/cost schedule and attachments addressing all CLINS

2. Offerors shall submit their quotes via email to Ashley Korahaes at Ashley.Korahaes@va.gov @ 3:00pm, EST, May 24, 2019. All offerors shall be submitted in electronic format (PDF or Word) Via Email.

Subject line should read Boiler Inspection: 36C24619Q0505 at the Charles George VAMC.

Note: Quotes received after the due and time shall not be considered.

B. Amendments Amendments to this solicitation will be posted on www.FBO.gov. Paper copies of the amendments will NOT be individually mailed. By registering to receive notifications on www.FBO.gov, offerors will be notified by email of any new amendments that have been issued. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your quote being considered unacceptable.

C. Site Visit Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event, shall failure to inspect the site constitute grounds for a claim after contract award. A Site Visit is scheduled for May 20, 2019 at 8:00 AM EST. Offerors shall meet in the Boiler Room at Bldg. 47, Room #BD006A on the Charles George Asheville VAMC campus. If assistance is needed with directions, please call 828-298-7911 ext. 5306. Offerors shall submit their intent to attend the site visit electronically via email to Ashley Korahaes at Ashley.Korahaes@va.gov by May 17, 2019 @ 1:00pm EST.

1.0 INSTRUCTIONS FOR QUOTE SUBMISSION:

Quotes shall be assembled by the following Sections; each section shall be easily identified.

Section A - Quote Form (Standard Form 1449) Signed and dated, include the North American Industry Classification System (NAICS) code and small business size standard in Block 10. Data Universal Numbering System (DUNS) Number shall be entered in the block with the Offerors name and address.

Section B – Pricing Pricing shall be submitted as requested in accordance with Section B, Price/Cost Schedule. Total price (including all options) will be evaluated by the Government; proposed prices should reflect a clear understanding of the requirements and commensurate with the Statement of Work (SOW).

Section C – Offerors Representations and Certifications A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically). An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at www.sam.gov/portal/public/SAM/.

All Offerors shall be registered and current in the System for Award Management (SAM) database at time of quote submission and at time of award.

Section D – VIP Verification All Offerors shall be a verified Service Disabled Veteran Owned Small Business (SDVOSB) vendor at time of quote submission and prior to receiving award. To be considered a SDVOSB, the company must be listed as verified in the VetBiz Vendor Information Pages (VIP) database https://www.vip.vetbiz.va.gov/.

Section E – Special Standards of Responsibility The Special Standards of Responsibility shall not exceed twenty-five (25) pages in length, minimum 12-point font. Page limitation includes any drawings, charts, pictures, etc., and excludes section dividers, table of contents, figures/tables, glossary of terms and cross-referencing indices and resumes -all of which are not considered content pages. To assist the contracting officer in determining if the special standards of responsibility applicable to this procurement are met, offerors are asked to provide the following information with their quotes. Failure to include this information could result in a contracting officer’s determination that an otherwise successful offeror is not eligible for contract award.

SP1: Specialized Experience. Offeror shall provide a narrative that describes its specialized experience providing five (5) years of experience working largely with institutional/industrial boiler plants and relevant to the level of work in the SOW. Offeror shall provide a copy of trade school certification that indicates at least one-year. If Offeror intends to satisfy this requirement through use of a proposed subcontractor(s), Offeror must provide this information for each proposed subcontractor and Offeror must identify what work will be performed by each proposed subcontractor and what work will be performed by Offeror.

SP2: Special Certifications. Offeror shall provide a copy of requested OSHA certification for the “designated person” who will be present during safety tests and inspections.

SP3: Specialized Equipment. For verification, Offeror shall submit a current calibration date for the analyzer and test instruments that will be use during necessary tests and calibrations.

2.0 AWARD BASIS FOR EVALUATION METHOD

(a) Basis of Award. This procurement is being conducted pursuant to FAR Part 13 procedures. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, whose quoted price does not exceed the amount of funding available for the procurement, and whose quoted price is found to be reasonable. Price alone is the sole evaluation factor. In addition to the general standards of responsibility found at FAR § 9.104-1, in accordance with FAR § 9.104-2, the special standards of responsibility described below apply to this procurement. Offerors who fail to meet any special standard of responsibility will not be eligible to receive contract award.

Special Standards of Responsibility - The following special standards of responsibility apply to this procurement:

SP1: Specialized Experience. Personnel performing work under the contract shall have a minimum of five (5) years of experience and one-year of trade school in this field.

SP2: Special Certifications. Offeror shall possess the following certification:

1. OSHA certified “designated person” present during inspections.

This requirement may be met by the Offeror’s proposed subcontractor(s) possessing these certifications.

SP3: Specialized Equipment. Offeror shall be equipped with portable electronic flue gas analyzers and other test instruments necessary for the required tests and calibrations.

(b) Evaluation Process. Quotes will be evaluated in the following manner. The lowest-priced quote will be identified. The lowest-priced quote will be evaluated to determine if the quoted price exceeds the amount of funding available for the procurement. If the quoted price does not exceed the amount of funding available for the procurement, the quoted price will be evaluated to determine if it is reasonable. If the quoted price is found to be reasonable, the offeror who submitted this quote will be identified as the “successful offeror.” The contracting officer will then determine if the successful offeror is responsible using the general standards of responsibility and the special standards of responsibility applicable to this procurement. If contract award cannot be made to the successful offeror, the contracting officer will evaluate the next lowest-priced quote following the procedures described above. This process will continue until a contract award can be made, or the contracting officer determines that no contract award can be made. The contracting officer may find all quotes not acceptable and cancel the solicitation if the lowest-priced quote exceeds the amount of funding available for the procurement. The contracting officer may likewise find a quote under evaluation, as well as all remaining quotes, not acceptable and cancel the solicitation if the quote currently under evaluation exceeds the amount of funding available for the procurement. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.

(c) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced or if the quoted price for the basic requirement or any option exceeds the amount of funding available for any of those requirements. Evaluation of options shall not obligate the Government to exercise the option(s).
