2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The
Richmond VAMC is in need of a brand name Epica Ortis Essentials System. ORTIS is a robotic milling system expressly aimed at the orthopedic industry, allowing to create any model (positive or concave) for the production of orthoses and custom prosthesis. ORTIS is a scalable platform that accommodates strict production constraints and its future expansion. The estimated amount is;
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The items in need for this procurement are proprietary to Epica
Medical Innovations (Small Business; DUNS: 079142095). The Epica Ortis Essential is the only 7
Axis Carver System available on the market that fits the Richmond VAMC’s space constraints and production demands. The Ortis Essential is the only 7-Axis Robotic Carver that is a free standing, self-contained system designed for O&P on the market that has a footprint of 4’ W x 6’ L x 8’ H and allows the O&P department to carve products up to 2 ft. x 2 ft. x 3 ft. in size. The
Prosthetics/Orthotics department cannot utilize any substitutions and complete their mission objectives.
4. Description of market research conducted and results or statement why it was not conducted:
Research was conducted by querying the VIP website under NAICS 334510. Search results showed
151 SDVOSB’s and 23 VOSB’s under the respective NAICS. However, the items needed for this procurement are proprietary to Epica Medical Innovations. Further research efforts revealed that
Epica does not have any authorized resellers/distributors for this software. The VA Rule of Two will not be in effect for this acquisition. The Contracting Officer believes that it would be in the government’s best interest to pursue a sole source award to Epica Medical Innovations IAW FAR
Part 13.106-1(b).
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
