1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical Center, 100

Emancipation Drive, Hampton, VA 23667 Purchase Request No. 637-19-2-7791-0047.

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The

Asheville VAMC is in need of a brand name Roche Ventana HE600 Stainer System. The HE60O is a 3-in-1 machine. It houses the oven for drying slides after microtomy, 3 staining modules and the coverslipper. All reagents are packaged so that there is no dumping or filling containers. Each reagent can be loaded directly on the machine. Waste goes directly from the machine into the drain, eliminating waste disposal fees. The HE600 does not use alcohol.

The HE600 does not use distilled (DI) water, which prevents complete shut-down of staining operations when the DI water to the lab is turned off. The estimated amount is; .

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The items in need for this procurement are proprietary to Roche

Diagnostics Corporation (Large Business; DUNS: 001824663). The Asheville VAMC has standardized on the Ventana platform and this procurement will upgrade an older Ventana model that is no longer functioning properly. Procuring the Ventana HE600 System will allow continued operation and compatibility with Asheville’s Ventana Special & Ultra Stainers. Procuring a different model Stainer would undermine Asheville’s current standardization efforts, potentially increase the risk of misdiagnosing patients and create a training/cost burden on the Asheville Histology department that the government doesn’t believe would be recouped through a competitive acquisition.

3. Description of market research conducted and results or statement why it was not conducted:

Research was conducted by querying the VIP website under NAICS 334516. Search results showed

78 SDVOSB’s and 14 VOSB’s under the respective NAICS. However, the items needed for this procurement are proprietary to Roche Diagnostics Corporation. Further research efforts revealed that

Roche doesn’t currently have any resellers/distributors for the equipment in need. The VA Rule of

Two will not be in effect for this acquisition. The Contracting Officer believes that it would be in the government’s best interest to pursue a sole source award to Roche Diagnostics Corporation IAW

FAR Part 13.106-1(b).
