Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-18-AP-0609

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA Medical

Center, 100 Emancipation Drive, Hampton VA 23667.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount: This is a new requirement to provide the Richmond VAMC with a way-finding system platform to include; visitor guide self-cover booklets, interactive digital maps, and

“you are here” wall maps to cover 28 various locations. Acquisition will also include a maintenance agreement that covers updates and hosting fees.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Med Maps has developed/produced visitor campus and facility maps for approximately 44 VA Medical Centers and DOD facilities. The

McGuire VA Medical Center requires that the final product be consistent with the style and format used by the other VA and DOD facilities. The maps must be completely interactive and real time. They are also kept “up to date” via maintenance agreements and they host the source material which eases IT restrictions.

While some other companies can provide interactive programming and printed map solutions, the contracting agency hasn’t found any other company in our search that can provide a kiosk, printed map and web interactive map that is compatible and is updated regularly as part of the contract.

4. Description of market research conducted and results or statement why it was not conducted:

An “Intent to Sole Source” to Med Maps was posted to FBO that ran from 9/11/18 thru

9/14/18 that received no responses from industry. Further research has revealed that Med

Maps has 2 SDVOSB authorized resellers/distributors (Four Points Technology & SDV

Office Systems) that can satisfy the requirement. This information indicates that the VA Rule of Two can/will apply to this acquisition. The contracting agency believes that a 100%

SDVOSB set-aside would be in the best interest of the government.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
