Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: VA246-18-AP-10073.

1. Contracting Activity: Department of Veterans Affairs, Network contracting office 6, Richmond

Medical Center, Req# 652-19-1-136-0008.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Provide service support with base and four (4) option years to pre-existing Par Bins inventory solution System for the management of medical supply inventories at the Richmond VA Medical Center's (RVAMC). Providers require speedy access to the precise supply aimed at continual revolving range of cases. The Par Bin system is a weight based inventory management system that utilizes precision scales to provide continuous inventory awareness. Moreover, it proffers the ability to generate singular reorder values with real time intelligence from point of use. This procurement is for the Par Bin System in accordance with 41 USC §3304(a)(1), as implemented by FAR 6.302-1. A firm-fixed-priced contract is the planned contract vehicle for said procurement buy. Estimated cost is $ .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Richmond VA Medical Center owns and utilizes the Par Excellence Par Bin weight-based supply inventory system since initial capital investment in 2012. It is their principal point-of-use inventory system. Richmond currently utilize over 8,500 Par Bin scales in forty-one (41) unique locations and any new weight based inventory products must integrate with the current Par Excellence hardware/ software system and compatibility is an overriding consideration.

Par Excellence is the only source for the Par Bin system and use of the Par System Bins is essential to the Government’s requirements. Previous capital investment exists and procurement, deployment and replacement of an alternate inventory system is not cost effective. Further, IAW FAR 6.302-1

(a)(2)(ii)(a), substantial duplication of cost is not expected to be recovered through competition.

4. Description of market research conducted and results or statement why it was not conducted:

This is a Brand Name only requirement for Service support for the Par Bins Inventory Control System. In accordance with FAR Part 10 market research was conducted by the contracting officer for this procurement. Par Excellence System Inc., provided a written assertion that their product is proprietary and that new equipment / support orders are can only be obtained directly via Par Excellence System Inc. A search using NAICS 541519 returned 6164 vendors registered for this product. A secondary VIP search using NAICS code 541519 and key word “Par Bins” returned 1771 https://www.acquisition.gov/?q=/browse/far/13

(1370-SDVOSB/401-VOSB) capable vendor. Furthermore, the VIP Database search for commercially capable vendors /capability statement was not emailed to the 1771 vendors verified under the NAICS code 541519 as stated above written sole distributorship assertion was provided.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
