1. This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued.
1. This solicitation is issued as a Request for Quote (RFQ). Submit written quotes on RFQ 36C24618Q9764.
1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83.
1. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov).
1. The Network Contracting Office 6-SAO EAST intends to award a firm-fixed price Purchase Order for Beds to be delivered to the Salem VAMC, 1970 Roanoke, VA 24153.
1. The North American Industrial Classification System (NAICS) code for this procurement is 337127 with a small business size standard of 500 employees. This procurement is restricted to Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses and all eligible offerors may submit quotes. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications.
1. Questions concerning this solicitation shall be addressed to Eileen Harris, Contracting Officer, and emailed to Eileen. Harris@va.gov. All questions or inquires must be submitted no later than 2:00 PM Eastern Standard time on August 31, 2018. No phone calls will be accepted.
1. The Government will award a contract resulting from this RFQ to the responsible offeror whose quote is the lowest price and the beds are exactly what are required. Quotes are due by 4:00 PM Eastern Standard time on September 4, 2018. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via email to eileen.harris@va.gov.

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
1. Contracting Activity: Department of Veterans Affairs, VISN 6, Salem Veteran Affairs Medical Center
2. Brief Description of Supplies required and the intended use: Hill-Rom™ Progressa beds for use in the Intensive Care Unit located at the Salem VAMC.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Hill-Rom™ Progressa bed system is designed specifically for ICU units with features to increase patient mobility and surfaces to decrease pressure ulcers. It includes many features to prevent and treat potentially life-threatening immobility complications. The StyaInPlace™ Technology is the only bed that extends as the patient is moved in an upright position. This removes the low back pain associated with other beds that occurs when patients slide towards the foot of the beds during repositioning. Caregivers will be saved the effort of having to reposition the patient themselves, which will prevent back strain.
The Hill-Rom™ Progressa Bed System includes therapeutic surfaces that treat and prevents skin pressure ulcers that are common in the ICU. The Hill-Rom™ Progrerssa bed will increase patient mobility support through its ability to be moved into many different positions. Potential complications from immobility will hopefully be mitigated because of the options to move the patient into a chair position, moving the chair position to the floor, and removing the footboard so the patient can sit up and get out of the bed. This allows for smoother and less painful mobility progression for the immobile patient.
The StayInPlace™ Technology extends the head section of the frame and surface, in unison, to accommodate the natural elongation of the body as the patient sits up. This technology is designed to help address patient migration to the footend of the bed.
The Salem VAMC currently has Hill-Rom™ Progressa PRO-885 beds in the ICU. The same make and model must be procured for the purpose of continuity of care. Introducing a different brand of bed would requiring retraining staff and retooling maintenance equipment. This would incur a greater cost to the Government and could delay patient care.
Description of market research conducted and results or statement why it was not conducted: Market research was conducted on GSA, the Internet and by researching historical data. The Hill-Rom™ beds are the only acceptable beds; however, the OEM does have authorized SD/VOSB distributors.
4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
