Justification for Brand Name Only Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-18-AP-1626

1. Contracting Activity: The Department of Veterans Affairs, NCO 6, Salisbury VA Medical Center plans to contract by means other than full and open competition using Brand Name Only in response to procurement request 659-18-3-048-0304

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Ophthalmology clinic requires CIRRUS HD-OCT. The estimated amount is $101,450.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Brand Name only Zeiss CIRRUS HD-OCT is an extension of the line currently used in the ophthalmology clinic. The staff and biomed are trained on its use and maintenance. The same staff will use the devices at all facilities and familiarity with the machine, settings, functions and controls are critical. Standardization for maintenance, parts and accessories is also in the best interest from a cost standpoint. Remaining with the same brand name machine is in the best interest of the Government.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted which included searches on VIP, SAM, FPDS, GSA eLibrary and GSA Advantage. The device is offered open market by two SDVOSB.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
