DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity:

Department of Veterans Affairs, VISN 6, Hampton Veteran Affairs Medical Center

2. Brief Description of Supplies required and the intended use:

Stryker™ medical equipment is used to support nursing in the Community Living Center and the Intensive Care Unit located at the Hampton, VA Veteran Affairs Medical Center.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Stryker™ medical equipment is already in place at the CLC and ICU. The nursing staff and Biomed staff are trained on this equipment – introducing a different brand would require additional training and additional cost to the Government. Standardization of equipment on the CLC and ICU is essential for staff, patients and maintenance.

4. Description of market research conducted and results or statement why it was not conducted:

Market research and historical data show that this equipment is the best option for the CLC and ICU. Stryker™, the OEM, does have SDVOSB distributors.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
