Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 6, Richmond VA Medical Center.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Anesthesia Department is responsible for transport of patients between intensive care units, holding areas, and recovery areas. The current cadre of transport monitors has become unsustainable for this purpose due to their size and weight. We require a transport monitor that is compatible with the monitoring system on the anesthesia machines, which will be lightweight and require minimum transfer time from monitoring on the anesthesia machine to transport monitoring.
The MMS X3 will perform double duty, replacing the bulky MX450 transport monitors as well as the
MMS module on the Anesthesia Machine; at case completion, it can be removed from the machine and used as a transport monitor, clamping to the bed pole for easy visibility and continuous monitoring—no encroachment on the patient’s bed space, no shifting and recalibration, no strain or stress to providers.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Equipment purchased must be compatible with existing Philips Healthcare monitoring equipment located at the facility. Clinicians are currently familiar with the operation and care of the Philip monitoring components of the Anesthesia Machines and any other module will not be compatible, putting patient safety at risk.
4. Description of market research conducted and results or statement why it was not conducted:
VIP/VetBiz was queried using search word Philips and the NAICS code 339112 and resulted in five SDVOSB vendors. After contacting the manufacturer, they provided four SDVOSB authorized distributors of Philips that carry the model number on open market.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
