NOTICE OF INTENT TO AWARD SOLE SOURCE

SimulationiQ Enterprise Software

RFI#: 36C24618Q9073

In accordance with FAR 13.106-1(b), the Department of Veterans Affairs intends to award a simplified acquisition, sole source purchase order with Education Management Solutions (EMS) for the purchase and installation of the SimulationiQ Enterprise Software, Clinical Simulation Training Solution.

The Government hereby submits a notice of intent to award a sole source firm fixed price for a commercial-of-the-shelf (COTS) Clinical Simulation Training Solution system that provides a fixed and mobile Audio Visual hardware and software that is compatible with all simulators on the market for the running of scenarios and debriefing anywhere in the hospital. The period of performance for this effort will be from date of award to completion. The total estimated value is less than $400,000.00.

This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 8.405-2 for the aforementioned requirement based on the application of FAR 8.405-

6(a)(1)(i)(B). This hereby constitutes a synopsis of the options included in this requirement.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the national solid waste recycling measurement initiative.

NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the

Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. All responsible sources may submit an offer; however, only services meeting the Department of Veterans Affairs requirements will be considered for award. The Department of

Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered and must be received no later than January 29, 2018, 3:00pm EST. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at https://www.uscontractorregistration.com/ by calling the SAM Registration Center at 1-877-332-8277.

Interested parties are encouraged to furnish information. All documents submitted will not be returned.

All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist by email to Shamike Bethea, at shamike.bethea@va.gov via e-mail only (no phone calls/voice mail messages regarding questions will not be accepted and will not receive a response). The capability documentation should include general information and technical background describing in detail the prospective contractor’s capabilities and experience that will demonstrate the ability to support these requirements.
