UNINTERRUPTED POWER SUPPLY, DURHAM NC

1. CLIN 2001 and 3001 refer to monthly service in accordance with PWS section 5.0. Section 5.0 only mentions quarterly service. Can you clarify?

A. It should state quarterly.

2. The age of well over half of the devices listed in the SOW is beyond the service life of the unit. That age significantly affects the maintenance and battery replacement costs. Is the VA aware that the cost for four services a year for four years for these devices along with the two battery replacements specified is significantly higher than the cost of replacing the devices and providing an extended warrantee covering the same period?

A. Please submit what is requested in the PWS.

3. Is a walk through possible?

A. No

4. Are the battery replacements in section 5.4 in addition to the battery replacements in CLIN 0002 and 2002?

A. 5.4 covers any batteries replacement after all battery replacement in the CLIN.

5. Paragraph 5.8 states: “Battery replacement, proactive AC/DC capacitors/fan replacement is not included” in parts that the contractor is responsible for. What happens if the contractor determines if these parts have failed and need to be replaced? Will the VA source these parts? If the parts and the labor to install them are higher than replacing the unit, will the VA replace the unit? With the contractor dispose of the unit as in paragraph 6.4?

A. Battery replacement are covered in CLIN 0002 and 2002.

6. Paragraph 5.8 states: Repairs stemming from pre‐existing conditions noted at or before first Preventative Maintenance Service (PMS) inspection are not included. What if the contractor determines repairs or replacement are required? Will the unit be disposed of as in paragraph 6.4? Who will be responsible for the cost of repair or replacement?

A. The VA will determine what equipment will to repaired and replaced. This in only a maintenance contractor.

7. Paragraph 6.1 mentions “if any closets lack UPS and the DVAHCS cannot provide one on a timely basis, the contractor shall deploy the UPS in the closet”. Who will decide upon what band and model unit will be deployed? Who will pay for the unit to be deployed? If the contractor, can an exact number of “lacking” UPS’s be provided? If not can an estimate be provided?

A. The UPS’s most be equal to or better than UPS’s listed in inventory in 3.0. This will be covered under CLIN for repair and replacement.

8. Paragraph 6.4 mentions what to do with a failed UPS. Is the contractor responsible for replacing the failed unit? If so, is this cost for the contractor to bear or will the VA purchase the new unit? Also, if the contractor must replace the unit at the contractor’s expense, must the unit be of equal or better to the removed unit?

A. Yes and Yes

9. In the event that a battery has swelled to the point that it cannot be removed, will the unit be disposed of as in paragraph 6.4? If not, what does the VA want done with that unit?

A. Contract is calling for quarterly inspections, this should be detected during inspection. Batteries are to be disposed of by contractor according to Paragraph 6.2.

10. Are the batteries required to be replaced with the brand name batteries of the original manufacturer, or are other vendors who meet the manufacture’s specifications acceptable?

A. Equal or greater

11. If a battery is no longer available for a given unit due to its age, should the unit be disposed of as in paragraph 6.4?

A. All batteries are to be replaced in CLIN 0002 and disposed of as stated in Paragraph 6.2.

12. Can you tell us how many “campuses” there are? And can you tell us how many building locations at each campus contain closets that need to be maintained in the scope of work?
