OPENING: A public bid opening has been scheduled for Thursday, September 13, 2018 at 3:00 p.m. (EST), at the Salem VA Medical Center (Building 74, Room 213), located at 1970 Roanoke Boulevard, Salem, VA 24153.
Solicitation 36C24618C0617 Amendment #: 00002 Question and Answers Expand/Renovate Emergency Department - Salem, VA
This amendment forms a part of the IFB documents and amends the project solicitation as noted below. You must submit a signed copy of this amendment with your proposal. Failure to do so may subject your proposal to be disqualified. Amendments to the solicitation are as follows:
1. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?
Answer: No, this project is not Sales Tax exempt IAW with FAR 29.303.
2. Will the Government provide comprehensive written badging requirements for the project if badging is required?
Answer: See General Requirement 01 00 00 1.5 Construction Security Requirements.
3. Where will the designated parking area be for workers accessing the construction site?
Answer: See General Requirement 01 00 00 1.5 Construction Security Requirements.
4. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
Answer: No, See specification section 01 33 23 Shop Drawings, Product Data, and Samples.
5. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply?
Answer: Yes, See specification section 01 35 26 Safety Requirements
6. Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
Answer: Yes, See specification section 01 35 26 Safety Requirements
7. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
Answer: Fire alarm work will involve the VA Electric Shop. See General Requirements 01 00 00 for coordination requirements with the COR
8. Has the work area been checked for asbestos?
Answer: No
9. What is the Governments’ policy if asbestos products are encountered during construction?
Answer: See specification section 02 41 00 Demolition
10. Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
Answer: See specification section 01 45 29 Testing Laboratory Services
11. Who is responsible for the utility locations?
Answer: Contractor responsibility, See specification section 01 35 26 Safety Requirements
12. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
Answer: Yes, in accordance with FAR 52.229-3 Federal, State, and Local Taxes.
13. Describe any and all tasks that may be required for this project as it relates to infectious control?
Answer: See specification section 01 35 26 Safety Requirements
14. What is the level of infectious disease control rating for this site?
Answer: See specification section 01 35 26 Safety Requirements. The primary project scope area for this project is: Class IV, however, work outside the primary project scope area may vary.
15. Who is responsible for the controls at this facility? Do you have a point of contact for this company?
Answer: The facility is responsible for the controls. Coordination through the Contracting Officer Representative is required. See General Requirement 01 00 00.
16. Can the SSHO and superintendent be the same person?
Answer: Yes, See specification section 01 35 26 Safety Requirements
