Statement of Work Data Innovations Software Version Upgrade

A. GENERAL:

Scope of Services:

The purpose of this requirement is to upgrade the Data Innovations software platform and system from version 8.x to version 9.x used within the Pathology & Laboratory Medicine Service (P&LMS) at the Martinsburg VA Medical Center. The procurement shall include all labor and software licenses required for this upgrade.

Location: Martinsburg VA Medical Center, 510 Butler Ave, Martinsburg, WV 25405

Performance Period: Full completion of upgrade within 365 days post award.

B. WORK HOURS:

a. Hours of Operation: Normal business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding holidays. Should the Contractor require work afterhours, the Contractor shall arrange in advance with the Contracting Officer’s Representative (COR).

b. National Holidays: The holidays observed by the Federal Government are: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day and any other day specifically declared by the President of the United States to be a national holiday. Contractor may work on holidays with prior communication and coordination.

C. SPECIFICATIONS:

a. Salient Characteristics

i. The procurement is for a full upgrade to version 9 of the Data Innovations Instrument Manager Software.

ii. The Contractor will assist with installing the latest version of the Instrument Manager software version 9.x on test, production and failover servers determined by VAMC.

iii. The Contractor will assist with the configuration of the Test server, if necessary, to mimic the existing Production server configuration if needed for upgrade.

iv. The Contractor will assist with updating all relevant drivers to the latest version if needed for upgrade.

v. The Contractor will provide a brief technical overview of the new Mirroring functionality, including prerequisite steps to ensure successful configuration at go-live.

vi. The Contractor will assist with troubleshooting as necessary while executing a validation plan for the upgrade and go-live planning.

vii. The Contractor will assist to configure high availability (HA) and/or disaster recovery (DR) as licensed and applicable to the desired end-state redundancy configuration if needed for upgrade.

viii. The Contractor will migrate over the validated Test system configuration to the upgraded Production system.

ix. The Contractor will assist with establishing connectivity from the new Production server to all analyzers.

x. The upgrade shall include one (1) contractor resource for eight (8) hours of remote go-live support on established day of upgrade during business hours.

b. Networking Requirements.

1. The Contractor will not have site access or login access to any VA systems.

c. Installation Requirements

i. Full execution of the upgrade shall be included as a part of this contract not to exceed 365 days post award.

ii. All labor, and upgrade software to complete the system upgrade shall be included as a part of this contract.

iii. Contractor is required to complete all configuration for the system to be usable.

iv. Contractor shall provide validation that the system is fully functional upon completion of the system upgrade.

d. Contractor Requirements

i. All Contractor personnel performing upgrade services of the system shall have factory training and experience in the implementation of Data Innovations Instrument Manager software and systems.

ii. The Contractor shall assign one (1) Project Manager and one (1) Technical consultant to deliver the scoped Instrument Manager upgrade service and to provide support regarding the Instrument Manager upgrade service process.

e. Warranty Information

i. The upgraded system shall have post-deployment support for one (1) week following go-live date during business hours.

D. QUALITY ASSURANCE

a. End-users, Biomedical Engineering, and/or the contract COR shall perform system verification tests to ensure the system is fully functional.

b. Issues with the quality of the Contractor’s work will be communicated through the Contracting Officer to the Contractor point of contact for resolution.

c. Documentation with be completed in the Government systems.
