The Government intends to award a Firm Fixed Price contract resulting from this solicitation to the responsible Quoters whose quote conforming to the solicitation provides the best value to the Government. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which response represents the “best” as a whole. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits.

The following Factors shall be used to evaluate quotes:

1. Technical: The VA evaluation team will include field management staff that will review submitted packages to assure they fit within the scope of the requirement.

The team will review responses provided by the Quoter in the quote sheet, and information available within the VA and other sources, to make a decision.

2. Past Performance: A list of personnel who will perform under the contract showing the length and type of experience of such personnel and, the names and addresses of other concerns and/or Government agencies for which prior comparable services were rendered by the quoter. This list shall include the name of a contact point as well as phone and fax numbers. Generally, the offeror shall have had approximately 1-3 years of experience inspecting and repairing

Automatic doors.

3. Price: To be eligible for award, Quoters must submit pricing that the Contracting Officer determines to be fair and reasonable (FAR 13.106-3(a)). Whenever possible, price reasonableness will be based on competitive quotations within a tier as well as, but is not limited to: FSS, DLA and Commercial Pricing and any recent government market pricing information. These factors are listed in descending order of importance. Award will be made on a best value consideration of technical, past performance, and price.

Evaluation Approach: The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

• Technical

• Past Performance

• Price

Technical and past performance, when combined, are equal to price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
