FIRE ALARM PANELS UPGRADE
Veterans Health Affairs, Network Contracting Office 5, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to upgrade fire alarm panels to Edwards EST-4 panels and upgrading the current fireworks software system in accordance with the Statement of Work for Martinsburg VA Medical Center, at 510 Butler Ave, Martinsburg, WV 25405.
The government is contemplating a one-time Firm Fixed Price contract to satisfy this requirement and meet the needs of the Martinsburg VA Medical Center.

This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice.
STATEMENT OF WORK
FIRE Alarm Panel Upgrade - Martinsburg VA Medical Center
OBJECTIVES:
The Martinsburg VA Medical Center currently utilizes Edwards EST-3 fire alarm panels which will be obsolete in the year 2025. We are soliciting bids to upgrade our panels to Edwards EST-4 panels and upgrading the current fireworks software system.
SCOPE:
The contractor shall install/upgrade and program the new Edwards EST-4 panels at all Martinsburg VA Medical Center fire alarm panel locations. The contractor shall install/upgrade a new fireworks system in Central Dispatch as well as the Fire Station.
DELIVERABLES:
Contractor shall provide for all labor costs, materials, and programming of all fire alarm panels ensuring that all fire alarm devices and fireworks software are operating normally in accordance with NFPA 72 2022 edition. Costs provided shall be all inclusive, including the services noted, travel expenses, gas, surcharges, and any other fees normally charged. The contractor shall conduct a site visit prior to commencement of project. The contractor shall be a licensed Edwards Life Safety Systems installer and programmer. The Contractor shall possess the proper NICET Certification to perform the work listed. All work in this project shall be performed in accordance with NFPA 72 2022 edition and the latest Joint Commission Standards.
DESCRIPTION OF WORK:
1) The Contractor shall perform an engineering site survey to properly validate quantities of all materials and labor considerations.
2) The Contractor shall generate drawings for field work, develop calculations for power draws/requirements and create submissions for approval.
3) Upon approval from VA Contracting Office all materials shall be ordered.
4) The Contractor shall build the chassis with all appropriate cards, network together with jumper’s label location and perform base programming on all fire alarm panels.
5) The Contractor is responsible to build the Fireworks network and program maps and TSA points. Contractor shall set parameters and programming for server/client relationship, establish communications to equipment built in step 4.
6) The Contractor is responsible to schedule work with the Martinsburg VA Medical Center Fire Chief or his/her designee.
7) Contractor shall use a phased approach during upgrade to ensure the system remains active during project. Only the building that is being upgraded at that time is to be without alarm coverage until upgrade is complete on said building. At that time the building fire alarm system shall be active.
8) Contractor shall install the Fireworks server in Building 318 Fire station and in Building 318 Central Dispatch. The Contractor is responsible for establishing the network connection and ensuring functionality.
9) Contractor shall install preassembled, preprogrammed chassis’, perform mapping and system downloads in all medical center panel locations.
10) Perform required testing and functionality of all fire alarm panels.
11) The Contractor shall ensure that all network panels are operating as a Class A network upon completion of project.
12) The Contractor shall perform confidence testing at the completion of upgrade of the entire network of nodes. This test will include 10% of nodes but not exceed 50 devices.
13) The Contractor is responsible to provide end user training and O&M manuals.
SCHEDULE:
The Contractor will have 180 days to complete the project upon receipt of the contract.
REQUIREMENTS:
· All work to be completed between 7:30 a.m. and 4:00 p.m. Monday through Friday, except as requested or approved by the VA for special circumstances.
· No fire alarm system shall be left out of service at the end of a workday or over a weekend without permission of the Martinsburg VAMC Fire Chief.
· Contractor will provide the Fire Chief or his/her designee the work that has been completed at the end of each workday.
· The Contractor is expected to work with adequate personnel to accomplish the project and without an escort from the Martinsburg VA Medical Center personnel.
· A key for most locked areas will be provided by the Martinsburg VAMC Fire Chief. Those locked areas requiring VA assistance will require approximately one hour advance notice from the contractor to the Martinsburg VAMC Fire Chief or his/her designee.
· Contractor must provide all tools, supplies, equipment, and personnel to require accomplishing the tasks required of this contract.
· Contractor should assume the need for two hand-type two-way radios or touch-to-talk phones for communication between two contractor employees.

STANDARDS:
· Experience & Technical Qualifications of Personnel: ALL TECHNICAL PERSONNEL (FIRE ALARM TECHNICIANS) engaged in the work to be accomplished under this contract, shall meet GSA National Standards, which require NICET level II in Fire Alarm or approved equivalent and possess at least the minimum years (as noted) of recent (within the past 7 years) experience in the operation, programming, testing, maintenance, repair, installation and inspection of the equipment and systems comparable in complexity to systems covered by this contract,. All personnel must possess all certifications and licenses required by federal, state, and local jurisdictions. Must be certified and have the ability to program the Edwards System Technology (EST) fire alarm system as well as the Fire Works computer program. NOTE: This is a proprietary system with specific manufacturer requirements to access.
· Contractor must have a minimum of one (1) NICET level IV in Fire Alarm on-staff in a supervisory role
· Contractor must have the in-house ability and possess the certificate key to program on the EST network; a sub-contractor is not an acceptable means.
• All FIRE ALARM TECHNICIANS must be certified by the National Institute for Certification in Engineering Technologies (NICET) and hold at least a current LEVEL 2 (Associate Engineering Technician) in Fire Protection Engineering Technology, Fire Alarm Systems or approved equivalent. All FIRE ALARM TECHNICIANS performing contract work shall meet the service personnel qualification requirements in the current edition of NFPA 72. (Note: Minimum 5 Years’ Experience).
• All FIRE ALARM TECHNICIANS must have an active manufacturer’s certification and be employed by a manufacturer partner.
Warranty: upon completion and acceptance of all work, the contractor shall provide the COR with the manufacturer’s standard warranty on all workmanship.
In those cases where contractor is required to verify that alarms operate and transmit to VA main fire panel, the contractor may need to have a person at the building’s fire alarm panel to confirm the signal.
Work dates must be scheduled with Martinsburg VAMC Fire Chief, and the Electrical Shop Supervisor.
