Questions and Answers

1. Is a site account manager the same as a project manager? In my understanding the account managers handle billing while the project manager would schedule the onsite sampling and perform or manage other requirements per the solicitation.

1. Is the site manager expected to be onsite throughout the project? No.

1. Pg. 5 of 67, Section II B. D.1, there is a reference to Specifications. Please advise to specification location or please forward. There is no specification. It was a simple reference to further specifics outlined in the SOW document.

1. Does MS SharePoint (which is a secure communications tool) qualify as the web-based database management system in accordance with your specifications? Yes, But the data must be kept secure and accessible by the VA.

1. Please confirm the total number of annual tests required? RFP indicates 300 annually. However, in calculating the 5 buildings, one water tower and one water reservoir comes to 120 samples per quarter plus 60 retests per year equals 540 samples per year. There are only currently 3 buildings required to be sampled. At 20 samples per building that is 60 samples and then over 4 quarters is 240 samples. There is an additional 60 samples that are reserved for follow-up samples in locations where there are positives.

1. Due to the upcoming Thanksgiving holiday, is it possible to have the due date extended to Monday 11/30/20 for the technical and pricing response? No.

1. How many Cooling tower systems are included at each of the (3) monitored facilities? There is one cooling tower but it is monitored quarterly separately.

1. The solicitation notes the periodic reviews with the Water Safety Team, but doesn’t specifically say how often(Quarterly/Monthly/etc.). These are Bi-Annual and would be a part of CLIN 0003

1. Just to clarify, you are requesting pricing for a one-time plan and sampling, with optional renewal pricing for years 2-5? No the sampling is quarterly. There are 3 locations with a minimum of 20 samples each. That would be 60 samples with the possibility of resampling in the same quarter if there are any positive samples. I have added an extra 15 per quarter for follow up sampling which would be 75 samples per quarter or 300 per year.

1. According to this line item pricing schedule, you have quantity 2 next to the HACCP and WSM Plans/Water Management Program Audit. I have the CLINS based off the ICGE, we have 2ea on the plans and the audit program. The 2 for the cost estimate were for BI-Annual updates for each of the plans.

1. Which of the following buildings noted in the solicitation will be the (3) that are monitored: 12, 1S, 1/1A, 11, 18, 9, 21

Answer: Currently only 3 location we would need to monitor currently. They are 1S (In Patient Floors 4&5), 9 (RRTP Building), and 21(Fisher House).
