REPLACE TRANSFORMER SUBSTATION #4 RFI’S

1. Within the General Electric Notes, part S, states: "ALL ELECTRICAL WORK IS TO BE PERFORMED

BY A WEST VIRGINIA CERTIFIED ELECTRICIAN. PROVIDE LICENSE PRIOR TO BEGINNING

WORK W.V.” Is this an actual requirement for the solicitation? If it is a requirement, can we utilize a local 3rd party testing company to check installation and terminations?

a. It is a requirement. A West Virginia state certified electrician must perform all electrical work.

2. The drawings within the solicitation are not stamped IFC (issued for construction drawings); Will IFC drawings be issued?

a. Drawings are marked 100% CD.

3. Is there a specific lock out tag out procedure that the facility uses? if so is there a checklist or procedure available?

a. See attached LOTO sample procedure sheet. Must be OSHA approved.

4. Is there a specific deadline or required date to remove the decommissioned equipment and place the new transformer into service?

a. The decommissioned transformer must be removed from the VA premises before the contract end date.

5. Within the General Electric Notes, Part L, states, "THERE SHALL BE CONTINUOUS WORKING SHIFT OF THIRTY-SIX (36) HOURS BEGINNING WHEN THE EXISTING SUBSTATION TRANSFORMER

UNIT IS TAKEN OUT OF SERVICE UNTIL PROPOSED NEW SUBSTATION TRANSFORMER UNIT IS

PLACED INTO SERVICE”. Does this mean that the contractor has 36 hours from the time of the initial outage to remove the old transformer, install transformer, test terminations/commission, and place in-service? Please confirm

a. Thirty-six hours refers to the second shutdown.

6. Can an additional hour or so be allotted for the first shutdown to inspect low voltage and high voltage connections?

a. Bid project per plans and specs.

7. During shutdown for Transformer replacement, will the fire alarms and other alarms be functional via the VA’s Generator?

a. Unless otherwise noted, all emergency systems will remain operational and functional.
