NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Regional Procurement Office East (RPOE), Network Contracting Office 4 (NCO 4) intends to award a sole source contract pursuant to FAR 13.106-1(b) with Philips Healthcare Informatics located at 4100 E 3rd Avenue Ste 101, Foster City, CA 94404.

The VA Coatesville Healthcare System requires Philips Echo-Cardiogram Software and License service and support to continue to allow Coatesville Healthcare System to read Lebanon VA Medical Center’s Philips Echo-Cardiogram results covered by an agreement between the two Medical Centers. The period of performance will commence September 01, 2023, through August 31, 2024.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any responsible firm that believes it can meet the requirements may give written notification and capability statements prior to the response due date and time. Vendors shall indicate if they are the direct supplier of the items. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address.

Responses must include following information:

1. Company Name

3. Company’s address

4. Point of Contact information (title, phone number and email address)

5. Business size.

Response received will be evaluated; however, a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information provided will not be returned.

Responses are due by Wednesday, August 9, 2023, at 12:00 PM (EST). No submissions will be accepted after this date and time. Responses shall be submitted via email to jacquelyn.mazurek@va.gov with the heading starting with “36C24423Q1099”.

Statement of Work IntelliSpace Cardiovascular Coatesville VA Medical Center

Title of Project: Configuration of Lebanon Intellispace Cardiovascular Server for Coatesville Studies

Background:

The Coatesville VA Medical Center sends echocardiogram studies to the Lebanon VAMC for reading and diagnosis. Lebanon VAMC recently replaced their Fuji Prosolv system with the Philips ISCV system. Coatesville VAMC can no longer send studies to the Fuji Prosolv system for reading. Therefore, Coatesville VAMC needs to have the new Philips ISCV system configured to allow for echocardiograms to continue to be sent to Lebanon for reading. Network connectivity already exists between Lebanon VAMC and Coatesville and DICOM ports for communication between Coatesville ultrasound machines and Lebanon ISCV are open bidirectionally.

Scope of Work: The contractor shall provide professional services to configure the current Lebanon VAMC IntelliSpace Cardivascular (ISCV) server to have the Coatesville VAMC as an additional site. The contractor shall also provide licenses and professional services to add interfaces for Coatesville VAMC instance of VistA on the existing Lebanon VAMC IBE server.

The ultimate workflow shall be as follows:

· Coatesville VAMC places consult in Coatesville instance of CP

· Coatesville VAMC consult check in

· Order sent to Lebanon IBE

· Order assigned Coatesville institution in Lebanon IBE/ISCV

· Coatesville ultrasound machine pulls worklist from Lebanon IBE

· Coatesville orders on DMWL of Coatesville ultrasound machine

· Images acquired on Coatesville ultrasound machine

· Coatesville images sent to Lebanon ISCV

· Coatesville study read and reported in Lebanon ISCV

· Lebanon VAMC finalizes report

· Final report sent to Coatesville VistA instance via HL7 message

The contractor shall provide all necessary licenses and professional services to accomplish the above workflow.

Specific Tasks:

The contractor shall provide, install, and test the following:

· One (1) Existing CV Solutions Connection License

· One (1) HL7 Orders Interface

· One (1) Formatted Echo Results Interface license

· Formatted Output implementation services

· One (1) Add Clinic- No beds – No reporting professional services

· Seventy-two (72) remote implementation professional services

The Lebanon VAMC Philips ISCV system shall be configured to accept images from two Coatesville ultrasound machines. The contractor shall configure the Lebanon VAMC Philips ISCV system to allow Coatesville to be an additional site in the system. Configuration of the system shall include configuring Coatesville VAMC as a new institution, configuring header on report templates, and configuring DICOM communications.

The contractor shall create new interfaces to allow connections from Coatesville VistA instance to Lebanon IntelliBridge Enterprise (IBE) server. The interfaces shall allow connections for orders, DICOM Modality Worklist (DMWL), and completed reports (formatted text with PDF link). The new orders interface shall process HL7 ORM/SIU messages from Coatesville VistA instance and be interpreted by the Lebanon IBE server. The Lebanon IBE server shall then store the orders in the ISCV database and add the entries to the DMWL. The new formatted output interface shall generate an HL7 ORU message containing a text-based report representation of the ISCV HTML Report, generate a PDF of the ISCV report, place the PDF on a facility-managed share, add the UNC path to the message and transmit the HL7 ORU message to Coatesville VAMC VistA instance via TCP/IP.

The contractor shall test the configuration with Lebanon VAMC and Coatesville VAMC staff to ensure the studies from Coatesville have been successfully transferred to the Lebanon ISCV system and able to be read by Lebanon VAMC staff. The contractor shall also test the ability for the final report to be sent to Coatesville VistA instance. Testing shall be coordinated with Coatesville VAMC and Lebanon VAMC staff.

Work Location The contractor shall perform all work remotely on the Lebanon VAMC ISCV server. The contractor shall coordinate with Lebanon VAMC and Coatesville VAMC when remote access to the server is needed.

Performance Period: Contractor shall have 120 days from receipt of award to complete contract.

Type of Contract: Limited Sources Firm Fixed Price Delivery Order.

Delivery: All work is being performed remotely on the Lebanon ISCV server. Philips shall coordinate installation of licenses and configuration of Lebanon ISCV server with Coatesville VAMC and Lebanon VAMC staff. If server downtime is needed, Phillips shall limit impact to patient care as much as possible. Lebanon VAMC will need to agree on scheduled downtime.
