About this file

This document contains questions and answers related to solicitation number 36C24423Q1053 for a patient elopement system. The solicitation is seeking a real-time location tracking solution to monitor residents within covered areas of a Department of Veterans Affairs facility. The system must be capable of locating residents within a 25-foot radius at minimum 120-second intervals and displaying all resident locations in an intuitive visual format. It must include visual and audible alarm notifications at portals and assigned nurse stations that can be adjusted or disabled during quiet hours. Resident tags must have a minimum 12-month battery life and alert staff of low batteries anywhere in the covered areas. Tags must also alert staff of tamper attempts anywhere in the covered areas. The solution can utilize existing door contacts, keypads and cabling but no spare CAT6 cable is available. Field replaceable and re-usable tag batteries and tamper bands are preferred options. Expansion to track residents outdoors is not required.

Questions and Answers

1. Can the solution operate on the VA network and utilize GFE if an Enterprise Risk Assessment (ERA) has been completed, the software is VA-TRM certified, and VA server/workstation administrator and remote CAG access privileges are active (e.g., includes NMEA ‘0’ accounts)? Yes

2. Can the solution utilize existing door ajar contacts? Yes

3. Can the solution utilize existing keypads in the elevator cabs? Yes

4. Can the solution utilize existing keypads at the portals denoted on the floor plans? Yes

5. Do the elevator travel cables include a spare CAT6 cable to connect location controller outputs to be located in each cab to the elevator control system’s elopement prevention inputs? There is no spare CAT 6

6. 2.2.5 & 2.2.7 appear to require that resident tags be locatable to within 25-feet of their current location at all times and that all resident locations are to be displayed and updated in real-time in an intuitive visual format.

a. Is our understanding of this requirement, correct? Yes

b. Is the 25-foot requirement to be on the radius of a resident’s current location? Yes

c. How often (in seconds) are all residents’ real-time locations to be updated. 120

7. Is there interest in having a nurse call button on resident tags to display their ID and location wherever they need assistance in the covered areas? No

8. 3.3.2 requires visual and audible alarm notifications both locally and at the resident’s assigned nurse station. Aside from mounting visual notifications (e.g., strobes), is the requirement to additionally mount audible devices at each of the covered portals? Yes

a. If so, is there a minimum/maximum decibel requirement (e.g., to meet life-safety fire code requirements)? No, but would prefer to have the ability to adjust the volume as needed.

b. If so, is there a time wherein audibles are to be deactivated (e.g., while residents are sleeping)?

Yes, would be desirable to be able to lower, or even disable audible alarms near patient rooms during quiet hours while the alarms are still active at the nurse’s station.

9. 3.5.4 requires a minimum battery life of 12 months. To reduce life-cycle management costs (e.g., eliminate need to purchase new replacement tags annually), is there interest in requiring that tags have inexpensive field-replaceable batteries? Yes, this would be acceptable.

10. 3.5.6 refers to a tag automatically signaling low battery warning. Is there a requirement to provide instant alerting/notifications at the nurse station and/or via SMS and/or email wherever a resident is located within the covered areas when their tag battery needs replacing to allow staff adequate time to prevent a resident’s exit from the ward/facility (not just at portals and/or when staff manually scan tag statuses with tablets)? Yes, it would be preferable to have a system that will alert us of a low battery situation outside of the nursing checks.

11. 3.5.8 refers to tags being resistant to tampering. Is the requirement to provide instant alerting/notifications at the nurse station and/or via SMS and/or email wherever a resident is located in the covered areas should they attempt to remove their tag to allow staff adequate time to prevent a resident’s exit from the ward/facility (not just at portals and/or when staff manually scan tag statuses with tablets)? Yes, it would be preferable to have an active alert that will let nursing staff know of a tamper attempt while it is occurring not only during scans.

12. 3.5.8 refers to tags being resistant to tampering. In addition to field replaceable batteries, is there interest in requiring re-usable tags that have field replaceable tamper bands? Yes, this would be a benefit.

13. Will there be need to expand the system to track residents outdoors in real-time on the campus and notify police/staff should they exit the facility unescorted? No
