1. Contracting Activity: Department of Veterans Affairs, VISN 4, Altoona VA Medical
Center, 2907 Pleasant Valley Boulevard, Altoona, PA 16602. 2237 # 503-21-2-5225-0039
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The James E Van Zandt VAMC has a brand name only requirement for one (1) Gemini S3 Gas Analyzer, Catalog #: 800-05015-01. The Empi Gas Analyzer once purchased, will be stored at the James E Van Zandt VAMC with a mission oriented unit goal for utilization with the Altoona Hazardous Materials (Hazmat) Response Team to use for any hazardous event deemed necessary. The estimated value of this procurement action is: $
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is Brand Name Only requirement. The Altoona VAMC is a community partner with the Altoona Fire Department working in response with the community Hazardous Materials Response Team efforts. The hazardous team is currently trained and certified in the use of the Gemini S5 Gas Analyzer, Catalog # 800- 05015-01. The cost and time of paying for new training and certification is not cost effective nor in the best interest of the government.
Hazmat members will be able to easily to apply the use of this analyzer for its current needs and for maintaining the Altoona Hazardous Materials Response Team’s certification existing/future needs.
4. Description of market research conducted and results or statement why it was not conducted: GSA Advantage, the NAC Med/Surg catalog, and open market sources were researched with two large businesses offering the item on GSA. Having contacted the manufacturer, “Thermo Fisher Scientific,” there is only one authorized distributor which is on the open market and is a large business.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. S19 Open Market (FAR13) Award Documentation Form with Abstract
